There were football games for Atari, my C64 came with International Soccer, NES was sold with Nintendo World Cup etc., pretty much every PC and console since the early 80ies had at least a handful of football games. The big series before Fifa were Kick Off/Goal! and Micropose/Sensible Soccer and they were around since the late 80ies. They already offered things like League/National team play, some official licenses and editors. The first Fifa was successful because for it´s time it had by far the best graphics and gameplay and was created by EA, which since the early 90ies was turning into the biggest and most successful game developer, producing popular games left and right and aquiring other studios. They also had the reputation to create in general the best sports games, see Madden, PGA, NHL Hockey, so the assumption just was from the start that this will be a high quality game.
