The way this works is that pistons have a limit of 0.5 blocks push limit per game tick. But you can get around that by pushing the entity backwards without letting it move backwards. For example blocking it with a hit box. This particular device uses another trick where block 36 can move entity's in the same direction. This allows us to place the entity inside blocks and push it at the same time. It also uses floating alignment where an entity is lined up against pistons and can be pushed without it being blocked by the same blocks. Combined it makes up for this instant transportation system.
There are limits however. Sadly it won't work outside render distance post 1.14. But you can load the chunks using portals or other players. Then its possible to transport the entity the player is riding in a single game tick any distance. It however needs an entity that is server side. Horses are not but llamas are. Myren however figured out a way to push llamas. The ravager setup can be adapted to llama's by using blocks like fences or cobble walls at the lowest layer.

I still don't understand why getting a random number for some coordinate should have any impact on the rest of the world. It should be just a deterministic hashing of the coordinates with the world static seed (ex : isMension= new Random(seed + coordinates).nextBoolean()). This code is flawded.
Because it set the random algorithm seed using structure coordinates that are themselves based on map seed (not to confuse with algo seed), then every event in the game that are pseudo random use the next(next(next(...next(seed)...))) so the last generated structure which is going to set random algo seed is going to determine the pseudo randomness.

The amazing thing is there will never be a patch for this exploit of RNG because computers generating completely random outcomes is just impossible, there's always a method to madness as i say. Sad that this setup wont work But if someone has the knowledge and time they can do it in any version of the game.
