Rhaenyra made a huge mistake here. She would have killed them all and send Otto's head to Aegon and Alicent. The blacks would have eliminated the master strategist of the Green, the head of the their entire masterplan. This would have fueled the greens with desire of revenge and make them do some stupid decisions. In war you need to be ruthless, Rhaneyra here didnt have the guts to take what she wanted.
