If the vehicle is not road legal, it should NEVER be towed to the owner's residence because they will then just drive it again----illegally.
The fake plate should be removed and placed into an evidence bag either way. Letting him have it towed to his home insures he will drive it again, thus providing more ticket revenue to the State. He won't pay the fine, so will get an arrest warrent for FTA. Eventually he'll get a judge who jails him. He won't learn until that happens.
Vehicle should be impounded and only released if registration, insurance and valid license are presented and of course tow fees.

They have to prove its road worthy to get it back and that is 100% how it should be. Because they just gonna keep breaking the law and wasting tax payers money if they don't. Easiest way to deal with them is tow their shit they got to get a license driver, and then tag and insure it to leave the lot. That is how it should always be. And if you cancel your insurance they should tell the state and give you x days before they cancel your registration and suspend you license for it. However, running a car is an expensive thing to do, that's a minor expense as far as cars go. Still worth it. Hell seems like half the guys who complain about it also drive needlessly large trucks that take $200 to fill the tank and get 15mpg at best, for the most part because they like the image of driving in a big truck. I don't know many people who use their large trucks for anything like their rated capacity, they could have got a Tacoma (which have also been ruined by getting way bigger and heavier), or even just a Honda Ridgeline. Wish they still sold actual small trucks here, or UTEs. Or most of the guys could get a Transit Van and carry most of the stuff they need. But vans aren't cool. And instead the complain about paying for gas and reg.

@Zalzany Each member of that unit took an oath to protect the US from foreign and domestic threats/enemies. If under specific orders (war for example), soldiers certainly can take POW's. But you are right, soldiers can't just go out and arrest someone. I was basically joking. 😃
If I may chime in. There are 3 levels of a state Guard deployment chain of command in civil matters.
1) Assigned to local agency. They are placed under command of that agency, be it police, sheriff, etc.
2) Under command of the Governor.
3) Under command of the President (via Insurrection Act). Like the post office, NG uses local agencies to eject unwanted, otherwise it becomes a federal case for a low priority item.

It could also be on account there's less sovcits out there, but I would argue BLM's ideology leads to a lot more flat out physical damage like violence and destruction of property, and far more damage to social cohesion when a group truly believes the majority group is out to get them out of some obsessive hatred.

It happened to Thomas Humphrys in California. The “Freedom Wagon” was impounded. Humphrys didn’t have a driver’s license and couldn’t show proof of registration to get it back not to mention the $$$. It was eventually auctioned off.

In my state, the annual registration costs $36. I have to believe that the cost of registration in Ohio is also a nominal fee. Just register your damned car registered and you won’t have to worry about these idiotic situations.

When I was a teen getting a driving license was a big event. A rite of passage. Passing the driving test including the rules of the road was more important to us than school exams. Losing one,s license was the end of the world. SO where have this group of pig-ignorant people been.

Except for the Mayport Florida Naval base. I lived down there a few years ago and my dad came down to see me. He was driving around and came across the base. He pulled up to the gates and they asked to see his id, he showed his driver's license and they left him right in. A few minutes later he was asked to leave by some gentleman with firearms.
