She didn't, that was the entire point to the traffic stop -- to pre-emptively remove the potential danger. That's how it is for EVERY traffic stop, so how is this "negligence" when she's actually doing exactly what her job requires of her? Are you just triggered because she's not an omniscient cop? Also it should go without saying, but nobody other than HE could have made the choice to be a danger to the community, so it really isn't negligence at all by just that logic alone.

Many PD's have it as a policy, and in any case as soon as someone asks for one it's a solid sign that they should have backup anyways. A supervisor plus a couple more.

Cost-benefit analysis. It depends on the jurisdiction and the size of the department. Every time that happens, as annoying and obviously illegal as it is, the law enforcement officer has to determine whether or not it is worth escalating. He has not at this point caused a crash or directly endangered anyone, he has merely violated Municipal ordinances and/or traffic misdemeanors. And forcibly removing him from the vehicle and arresting him would be an escalation that holds the potential of causing injury to officers or the suspect. It may be satisfying to watch, but can be very costly.

Nebraska's laws allowed that to happen. Vehicles can only be impounded if the driver's license is suspended or revoked.

As someone who writes and teaches on the Uniform Commercial Code, I'm thrilled when people claim it applies in criminal situations. I've heard a few theories about why sovcits believe the UCC applies when no other law does, but at the end of the day you're not doing a commercial transaction with the police even when you try to pretend otherwise.
If there's a law that a car must have a license plate, then it shouldn't be allowed to drive/travel/move without one. If there's a law that a driver must show proof of insurance, then they shouldn't be allowed to drive off without having done so. These laws are almost pointless unless they're enforced.
These people waste our resources. When he refused to identify, the should just pull him out of the car, tow the vehicle and take him to jail.

Well they didn't give him the right to keep on driving. The female officer said she doesn't recommend him driving, and the video cuts off before we can see much of anything that happened after the traffic stop was over. For all we know, he could have been stopped again but chose to omit that part in an attempt to make himself look correct.
He wasn't "given the right to keep on driving". He was free to go. That means he was no longer detained.

No Proof of Insurance-Car should be towed automatically.
In my state you can't buy a car without a drivers license and proof of insurance when you register it . If you stop paying your insurance your license and registration are also cancelled. If you get caught there's tickets ,plates removed and it's towed. You get a nice fine(s) and could get up to 18 months in jail. If your license gets suspended the DMV notifies your insurance company and that is cancelled also .
I hope not, one time I accidentally left my proof of insurance at my house.

It's not even under "plain view" doctrine if there is a STATUTORY obligation to produce the required driver license upon demand by an officer at a traffic stop. "Sir, if you have been issued a DL then it belongs to the state, so you have no privacy claim to it or any information that it on it. You need to prove that you have it in your possession or that will be another violation for you to take to court..."

I assume that he'll get a letter stating that his fine has now doubled and his license is eventually suspended for nonpayment and not appearing. State laws vary as to what fangs they put into the laws on traffic violations that didn't actually result in injuries.
Nobody likes to have to get and pay for a driver's license, car insurance or registration but, we do have to do these things in America if you want to legally drive in the USA.

I am from Nebraska, and am very upset that these officers allowed him to "travel" off with all these violations. But 8:53 Lancaster County is one of the three most populated and liberal areas of Nebraska, so go figure. At least if anyone I know would end up in a accident with this fool, I can inform them that the law let him go without proper paperwork.

I still don't understand how they don't understand that the Supreme Court's precedent in regards to the "traveling" concept only applies to the Federal government being unable to restriction motor vehicle movement, with an exemption for commerce to cover interstate regulations. It explicitly gave permission to states to each create their own vehicle operation codes within their jurisdiction, and the right to enforce them so long as they do not violate constitutional law. State regulations as to vehicles have been upheld.
I'm a Canadian and I'm apparently more aware of the precedent than US Sov Cits.

That's the $64,000 question. Personally, I think the police are in particular rush to move onto the next call.. It's safer for them to whittle their time away with this relatively inoffensive man then risk their lives on the next call, which could be some deranged weapon bearing psycho.

If anything, I would have preferred that they spent more time on this guy. Some time could have been spent on detaining him and towing his car, for example.
