The laws here are fucking stupid and the worst part is that they keep adding new laws that make previously modified cars illegal. They recently passed a law that makes custom tunes illegal unless modified by a CARB certified tuning shop which would mean the car can't be modified in certain ways such as: removal of any emissions system which could even apply to a modified air intake unless CARB certified, one of the big modifications done to EJ engines is removing the butterfly valves on the intake stacks for cold start because they do nothing but hurt air flow into the engine, they don't even really help with cold start, but removing those is considered illegal emissions modification. Even replacing ths stock catalytic with an aftermarket catalytic is illegal now, it used to be legal as long as it didn't throw a code and there was a cat under there but now it has to be a CARB certified cat. I've had a few sheriffs and CHP try to state ref me but everything on my Subaru is CARB certified and I keep all the OE numbers and paper work in my glove box. They tried to state ref me for the exhaust being too loud but the law states as long as we have a set of mufflers and are under the required sound level at 3K RPM we're good, the CHP that tried to state ref my exhaust had zero idea how to perform the test and told me I needed to redline it while he held the meter at the tailpipe and I told him that's BS, that even a Prius would fail that way, lmao, I told him the correct procedure and he couldn't even be assed to perform it and just let me go "with a warning", lmao. A warning for what? Absolutely nothing but I can imagine he probably put a note on my file for modified exhaust. One of my other cars is a 2006 LR3 Land Rover with the 4.4L V8, when I went to get the smog done he almost failed me because I had to replace the intake boot with a piece of universal rubber intake boot from AutoZone because they don't make that boot anymore. It's getting absolutely ridiculous and we need to start fighting back because it's going to start trickling down into other states as well.

Riverside County has the STREET team, which they usually call in a CHP officer when they’re going to state ref you, or what they will do is, they’ll have your vehicle towed and impounded, and then have it state reffed

The ticket he gave you is invalid. A police officer cannot issue a citation for modified exhaust just because it looks modded. He has to prove it is, and test if it is above 95db. If he cannot prove its above 95db legally he cannot write you a ticket.
Seems everyone forgets California has a new law that fines you a flat fee until the third time where it escalates to $1,500 just for having any exhaust that’s not stock. 😂
If a stock muffler is damaged, and the original is discontinued from the manufacturer, then an aftermarket replacement is the only option. That explanation got a young cop to stop mentioning "modified exhaust" to me once...plus I had license, current reg and insurance, and wasn't speeding or drinking. We have rights and they need to respect that they will eventually try to threaten you once you don’t give them access to searching your vehicle or open your hood they’ll tell you that they’re going to place you under arrest but in reality there is no solid legal reason to arrest you for refusing

It’s really not that bad in CA I drove my modified Sti in CA for two years never was hassled about it. The catback I had was 91 db and I kept a decibel meter in my glove box in case anyone wanted to check. I had a carb sticker for my intake, turbo inlet, aos, and after market bpv, I also printed out a correspondence I had with the state ref saying that my after market tmic was legal and didn’t require a carb sticker. Car had a good amount of cosmetic mods on coils and some after market wheels. The cops never hassled me in SoCal.
Recently visited cali for a week in my stage 2+ sti. Loud af with dark tinted windows and didn’t get pulled over once. I was surprised. Guess it just matters where you go

@@flappymeatcakes it really just depends, I was pulled over going to a meet with 5% tint on my windows, a muffler, delete, non-car legal intake, and the only ticket I got was a failure to abide by traffic signs because I crossed a double white line to park at the meet, another time I got pulled over to 93 in a 45, that car had a muffler, delete non-carb legal colder intake, and a tune. Was let go with a warning. It all depends on the officer that pulls you over. First one was straight team for RSO so I’m surprised I didn’t state reffed. The second was a city police officer, dude was really cool. I was completely honest with him that I was just testing out the vehicle with my buddy and he let me go.

STOP with the "need probable cause for a search" crap, all you CZcams attorneys. It is not a 4A search, it is a compliance inspection, and only applies to the mechanical areas covered by whatever emissions laws apply. Getting into your trunk or passenger compartment are not the same as popping the hood where these inspection laws apply. I'm not completely familiar with California emissions laws, but California vehicle registrations probably have some level of implied consent. It's just like some states have implied consent regarding your license, where you can be compelled to provide a sample of your breath (or even blood). If you refuse, expect your license to be suspended and possibly criminal charges if you fight with police to resist the seizure of your breath or blood. You can absolutely refuse to pop the hood in this scenario, but expect your registration to be revoked on the spot and your car towed, and maybe even an obstruction charge. There is no Constitutional right to operate a motor vehicle on a public roadway. I'm betting you'd put your tongue to leather for a few minutes to keep your car as well. The true solution to this level of harassment and highway robbery is to stop voting for the people who make these laws (hint: they feel the same way about guns). In the meantime, there are 49 other states that don't do this.

I've noticed the closer you are to Los Angeles, the more aggressive the cops get at pulling over cars they assume are modified. But the farther away you are from LA, the less cops seem care. Still happens, but not as frequent the farther you are from LA. NorCal, it seems to happen even less.

??? The only restrictions on exhaust are a 95dba limit according to a non-public SAE standard.

I’ve been state reffed before all I can tell you is fully cooperate with them but do not consent to searches and do not open your hood if they pulled you over for modified exhaust either way they’re gonna state ref with you refusing to open your hood or let them search your vehicle is not against the law. We have rights and they need to respect that they will eventually try to threaten you once you don’t give them access to searching your vehicle or open your hood they’ll tell you that they’re going to place you under arrest but in reality there is no solid legal reason to arrest you for refusing

It’s really not that bad in CA I drove my modified Sti in CA for two years never was hassled about it. The catback I had was 91 db and I kept a decibel meter in my glove box in case anyone wanted to check. I had a carb sticker for my intake, turbo inlet, aos, and after market bpv, I also printed out a correspondence I had with the state ref saying that my after market tmic was legal and didn’t require a carb sticker. Car had a good amount of cosmetic mods on coils and some after market wheels. The cops never hassled me in SoCal.
Recently visited cali for a week in my stage 2+ sti. Loud af with dark tinted windows and didn’t get pulled over once. I was surprised. Guess it just matters where you go

I was recently there for the holidays with my 22 explorer st, tint all around, 3in turbo back exhaust Loud AF , and no front plate. They left us alone.

@@flappymeatcakes it really just depends, I was pulled over going to a meet with 5% tint on my windows, a muffler, delete, non-car legal intake, and the only ticket I got was a failure to abide by traffic signs because I crossed a double white line to park at the meet, another time I got pulled over to 93 in a 45, that car had a muffler, delete non-carb legal colder intake, and a tune. Was let go with a warning. It all depends on the officer that pulls you over.
First one was straight team for RSO so I’m surprised I didn’t state reffed. The second was a city police officer, dude was really cool. I was completely honest with him that I was just testing out the vehicle with my buddy and he let me go.

What was the fix it ticket for. Cat back exhaust is completely legal in California. It has nothing to do with emissions, and as long as it’s under decibel level you’re all good.

You can still get state refed if it's stock. The car gets sent back to the manufacturer to either be made legal or you get monetary compensation.

STOP with the "need probable cause for a search" crap, all you CZcams attorneys. It is not a 4A search, it is a compliance inspection, and only applies to the mechanical areas covered by whatever emissions laws apply. Getting into your trunk or passenger compartment are not the same as popping the hood where these inspection laws apply. I'm not completely familiar with California emissions laws, but California vehicle registrations probably have some level of implied consent. It's just like some states have implied consent regarding your license, where you can be compelled to provide a sample of your breath (or even blood). If you refuse, expect your license to be suspended and possibly criminal charges if you fight with police to resist the seizure of your breath or blood. You can absolutely refuse to pop the hood in this scenario, but expect your registration to be revoked on the spot and your car towed, and maybe even an obstruction charge. There is no Constitutional right to operate a motor vehicle on a public roadway. I'm betting you'd put your tongue to leather for a few minutes to keep your car as well. The true solution to this level of harassment and highway robbery is to stop voting for the people who make these laws (hint: they feel the same way about guns). In the meantime, there are 49 other states that don't do this.

I have a 2024 f150 with a Whipple supercharger 805 hp. Passes smog in Cali.. That’s how you do it.

in Sweden you can have open air intake but no tinted windows and exsust system is no problem
I've noticed the closer you are to Los Angeles, the more aggressive the cops get at pulling over cars they assume are modified. But the farther away you are from LA, the less cops seem care. Still happens, but not as frequent the farther you are from LA. NorCal, it seems to happen even less.
I have no respect for cops who try this hard to enforce such goofy laws.
