What would be awesome would be somewhere under the water a deserted James Bond villain-style undersea base, complete with dead henchmen, etc, and some Bond film reference objects to find, including bottles of vodka Martini, gold, Bond's Walther PPK gun, etc. Maybe an abandoned Enclave project. It could be a location that only players with the maximum aquaboy/girl perk could enter. I do love your idea of some mutated creatures under the sea, but as you say, maybe the design of the game's creature movement wouldn't allow that option.

Make grape mentats if you need charisma, they give you 5 charisma. You need hubflower which is the blue bushes, whisky, and mentats.

I found a complete suit of X-01 power armor in Moe's Cronin's house in Diamond City. Hope this helps people add another suit of power armor to their collection.
