I do wonder if part of it is that people might travel to places where they won't be punished as severely or at all for drug use itself. So, because you legalize or decriminalize drugs in one place maybe people migrate to those places and then there are more drug users in those areas than before. Some people do use cannabis and hold down a job. Not every cannabis user is someone homeless on the sidewalk or in their mothers basement playing video games night and day. They never talk about successful drug users, except maybe famous people who sometimes end up overdosing and the law doesn't seem to apply to them strangely.
