If that Deputy is for Building Security, why is he out in the parking lot harassing a photographer? How in he making the building secure by leaving the building? He should call a patrol unit if he sees something outside of the building that is a concern, not leave the building. The guy with a camera could be a diversionary tactic designed to draw building security away so others can attack/infiltrate the building.

Law enforcement always states we have the right to ask for an ID that is correct. However, it does not mean that they can demand an ID unless there is a crime. You know RAS. Reasonable arguable suspicion that a crime has been committed or is about to be committed. That is the only time that law-enforcement officer can demand an ID from a citizen. Without RAS a law enforcement officer cannot demand an ID. They pretend that they do not understand that, but they know that is the law, but they will try to bully and intimidate and trick a citizen into complying with their illegal order to surrender ID. Even to the point of arresting, someone claiming that they are failure to give their ID is a jailable offense, and they will be arrested. Failure to ID is a secondary offense and can only be charged to a citizen if they have been legally detained and legally arrested for a crime. Without that criteria the arrest is illegal. However, law-enforcement arrests people every day across this country for failure ID when there is no crime simply because they’re wearing a badge

These guys make me look skinny. These cops weren't that bad compared to lots of the videos I've seen. The worst thing that happened here was demanding ID but didn't enforce it, no arrest, and didn't touch the guy. Kind of a nothing burger here.

He is way beyond needing to retire. They gave him a nice cushy job sitting in a building and providing "security" and he can't do that right, leaving his post for nothing threatening or illegal. Maybe they should assign him to the men's room to hand out towels and enforcing hand washing rules.

What you have here are the old horses about to be put out to pasture. Their too old to pull plows anymore, so they're put on light duty like security for a government building. Your walking up and photographing is probably the most exacting and threatening situation they have had in the last year. That's why when you didn't immediately follow his unlawful orders he panicked. That first deputy will aɓlsk the next auditor for his I.D. the same as you and if he refuses he'll call every including the national guard again! You taught him nothing, he was just angry at "you"!

Blah blah blah . . .easier way to say it , if it's taxpayer funded its Public Property , just that simple.
However on public property there's Traditional public forum (sidewalks , steps of City Hall) and there's Limited public forum (DMV , Library, etc because they have business hours and have to lock up and let the public servants go home). There is also publicly accessible areas like a lobby in a Police Station and there's Restricted areas like behind the counter at the DMV that the public isn't allowed.
