For DC to make them "legal" they had to keep martial law in place while they added to the AMDs, they could not terminate martial Law, so they scaled it back to RULE, both are different.
The Calvary was the fed agents enforcing the new laws, we did not have Indian wars until after the civil. Why? Martial Rule was in place, they must comply.
