Problem is all these tech companies probably have so much information they could literally blackmail the people liquidating them lol.

asking is not enforcing. you can ask me money, you will not receive it; same here, you can ask not to track, you are not ensure that the app will fufill your request.
from a gramatical point of view, they are fufilling the ios requirement, i.e. asking you if you want to be tracked. nothing more is mendatory.
Think the amount in lobbys they spend for those regulations to not exist...

I think comparing corporate punishment to 3 strikes and the death penalty is a bad. Those punishments are a failure in reducing crime and has lead to a large prison population for nonviolent offenders. But I do agree that corporations need punishments that will have an effect on their bottom line. These punishments should have a minimum or a percentage of their overall revenue, whichever is higher to make corporations change their ways instead of considering this just the cost of doing business.
Yes, that wouldn't make the world perfect, but it would be a big step forward.
