Brakes in a race car is very different from a road car. I don't know whether NASCAR actually use carbon fibre brakes but if you see on F1, they did. And the brakes catches on fire because it supposed to operate on a very high temp since they're going on a very high speed. Same as NASCAR I assume. Love NASCAR.
The rotors are built to cool while spinning. Its actually more dangerous to try and cool them down manually. So it's safer to just leave it and let them cool down slowly while the vehicle is in motion.

The brake is operating at around min 300 and max 1400C, and it is cooled by the air, when stopping these brakes just got on fire.
