The military does that stuff all the time. If someone did it without permission, they can get in huge trouble, everything from losing rank to getting kicked out. I highly doubt it was an unathorized "leak."

I was in the military and we had to watch a power point on how to safely traverse stairs on the 4th of July when you are drunk. We also had to do one on how to cook a turkey properly and not burn the base down. I am 100% serious.

Look, I was a civilian when this whole thing happened, but I was in the Air Force for a decade. There is exactly zero chance that anyone in the Air Force was taking this any more serious than the raiders. Everyone was trolling a bunch of confused bureaucrats and politicians and it was beautiful.
I remember one of the follow-up events was Storm Wright-Patterson, and we barely did anything outside of check the staging area a couple times. Itâs a meme, and most of us in knew it too. Still would have been nice to go TDY as a dog team to support that though haha

Iâll be honest, I was a little angry about the tax hike during and after the construction of the iconic Area 51 gothic castle, but now I think it really gave us the edge we needed to keep many of those terrorists out of the compound

Probably he saw some self-flying military drone prototype. Supposedly the military started working on those as far as 1983, so the timeline checks out, I think.
Obviously they didn't have any utility until recently, because there wasn't a processor that is small and fast enough to be stuffed into one, but that doesn't mean that there weren't prototypes controlled over radio with some mainframe doing the calculations (unworkable in real world conditions, but achievable with 80s/90s military tech).

In other words, yeah, it is pretty much fully autonomous.
IIRC it didn't get deployed bc of the controversy; at any rate, I'm almost certain the military refers to analogous systems.

If there actually are aliens, they didn't fly them here." I suppose aliens could technically fall under the "revere engineered foreign aircraft" label though, but even if the alien thing is all fake, experimenting with new tech is enough for the secrecy around it.
