Sometimes I think they are just having a spot of fun, letting them make fools of themselves. In a job where the next stop could end up in them not going home, this is probably looked at as good safe entertainment
This PD needs some training in efficiency. All they need to do is repeat: "DL, registration and proof of insurance." No need to engage in conversation with sovcits. Give the sovcit 5 minutes. Within 5 minutes you would have on bodycam you requested those items at least 10 times.
Then simply state driver will be arrested for obstruction and failure to ID. Just repeat this 3 times.
After 3 times make arrest and have car towed. This satisfies the legal requirements police give drivers ample of time with plenty of clearly articulated requests and legal commands.
There is no need to engage in circular arguments with any sovcits.
The fool should have been arrested 25 minutes ago.

Police departments should start making it a policy that supervisors can only be requested at the jail. These on-scene supervisor requests are such a huge waste of resources.

The situation should mandate whether the supervisor comes, NOT the criminal!

Agreed. If he had been, he’d understand things like probable cause, reasonable suspicion, the fact that being pulled over for a traffic violation is NOT a fourth amendment violation, and that a law enforcement supervisor doesn’t tell his officers/deputies how to run their stops.
Former Patrol Sgt. here as well and he definitely was NOT a LEO. If he had ANY training he'd understand the basics of licensure. I'd love to ask these guys if they'd mind me flying a plane they're in, even though I don't have a pilot's license. We're just traveling after all, and if he said that's commercial, I'd say fine, we'll go up in a private plane and see if he agrees to go with me.

Well Police Officers are covered by what is called a public official bond but I doubt very much if you could sue that bond directly.
Why do they wait so long to just arrest these horribly stupid people.

Often times they are waiting for backup to come or for other precautionary measures to be implemented. Although in this case they already have multiple officers there. Maybe being familiar with him they didn't take him seriously as a threat.

@valrummel7215 they're reluctant to charge as sometimes the system does foul up, and sometimes a driver is lawfully driving a registered and insured vehicle. Sometimes, not often. Also, charging an unregistered unlicenced and uninsured driver gives them a lower level criminal offence, sends them to court, and puts them in the justice system at cost to the tax payer - they hardly ever turn up to court, have a warrant issued for their arrest, and the downward spiral which they typically increase their re-offending and cause more trouble, cost and damage. If they would just get the proper documentation they wouldn't have a problem, but sovcits have shown they won't accept reality and it can only end one way. Cops don't like to be the cause, but there's nothing else they can do.

In Colorado, we need our government to take this and ghost cars more seriously. We went from one of the safest cities to drive in, to one of the worst. Hit & runs are becoming a plague of epic proportions.

As a former LEO in the 80's and 90's, I had one try this script and it lasted less than a minute. I told her if she didn't produce a DL, I would have to arrest her in order to find another method to ID her. She immediately produced her license.

The Fourth Amendment is protection from unreasonable searches and seizures, not the right to travel. Thompson v. Smith, a case law, stipulates that states have the power to require you to have a driver’s license in order to drive a vehicle. Also, the 10th Amendment gives states the power to enact and enforce their own laws. One is required by law to possess a valid driver’s license, proof of insurance, and vehicle registration.
They also overlook that pesky "unreasonable" adjective.
