A big chunk of that difference is accounted for by the fact that City have had a far greater turnover rate within their squad than United, selling nearly £600m worth of players in the period, compared with just £242m for United.
How much less than Liverpool?
First of all, City are under investigation for rule breaches pertaining to paying people via sources external to City but still owned and influenced by Sheik Mansour, so we don’t actually know how much has been spent during Pep’s reign.
Secondly, the amount of money that was spent before Pep’s arrival is absolutely relevant. Wealth from the past creates wealth for the future .. nobody can pretend that if Pep spent the same amount as the manager of Aston Villa he’d have anywhere near the same results.
A team that spent £50m last summer after a decade of heavy spending is obviously going to have more success then a team that was underfunded the previous decade but spent £300m last summer.
Only if you believe what they reveal is true there is a reason there is 115 charges can’t trust anything coming out of that club.

For me, it’s because the Premier League made their bed with oil states, and as a result all of the PL’s records and accolades are being usurped by a team that has 115 financial rule breaches to their name.

The FA basically want a payout from City as City behaved in a way which was not in keeping with the spirit of the rules. Most of the charges are a replication of the UEFA case which City were cleared of.

The CL is a UEFA competition. UEFA charged City and nothing came of it. Premier League charges have nothing to do with the CL. Besides, the PL charges are pretty much the same as UEFA...
City were fined and a ban was overturned. I believe the charges will come to another fine but most of them will be dropped as there are many loopholes which can be exploited. I strongly believe that City will not be found guilty however will be found to have behaved in a way not in keeping with the spirit of the rules. This is basically a replication of the UEFA case so I do not believe City have anything to fear other than a monetary fine for minor infractions.

Pep has cemented himself as one of the great managers and by fair means or foul this squad of players is one of the best squads. Realistically the British Government would probably stop the FA from really going after City, it’s too embarrassing for the national game and would upset powerful people. So we are where we are. The only way to make football in Europe fair is a salary cap on teams, but then the Petro states would set up an IPL style ‘super league’ and steal all the players.

Why the wait? Because city have lawyers delaying the process. Just like they did with the UEFA case. The difference is, the PL isn’t a time barred investigation the way UEFA’s was. That’s the only reason they ‘got away’ with it.

They may be imposed a fine which they will of course pay but I can assure you that nothing much will come of this case other than the FA getting a payout & a further tightening of the rules and regulations.

How can you call City a success in every area of football when the reason they are in that position to begin with is due to them cooking their books for the past 15 years. Even the transfer fees can't be taken at face value as its alleged some players got given money from under the table, how many other players had the same done. The academy has been pumped up aswell, absolutely nothing about that club has been organic growth from purely excellent management. Give any club in the league unlimited resources like City have had for over a decade and they can achieve the same.
