Let me get this straight...The Chief of Department (with no SCBA) passes command downward to his Assistant Chief, so he can take the 1st handline and play firefighter...when there are other firefighters on scene and ready to go!!...LOL..This department needs serious training in pretty much every aspect of firefighting and fire ground management...

"Saw a lot of white hats, too many Chiefs not a lot of indians!" The gas meter may have been engulfed in flames, but after it was knocked down I thought they might shut it off. The deck gun could have been used to knock down fire and cool the enviornement with a fog nozzle, while the hose and a backup was being set up. Then connect to water supply. In that time the first fire fighters Could have suited up gloves, air/mask then gone in and around in two teams.

This is a disgrace. You have several personnel on scene with full PPE ready to fight fire, and then you have Chief Hero swoop in and grab the crosslay with no gloves, no airpack, and start fighting fire without sounding the porch for stability. On top of that, he gives command to his assistant chief when HE should be in complete command of the scene. Not to mention the obscenities yelled at the engineer and completely in total chaos. A CHIEF DOES NOT FIGHT FIRE! When you don that white helmet, you are not the guy on the nozzle anymore, period. Chief Eddie Saliba lost total control of the situation and put himself and his firefighters at risk so he could go play hero. Chief Saliba needs to be put under investigation by the state fire commission and placed on leave. At the same time his department needs to undergo retraining and an overhaul of administration personnel. The actions performed on this fire are nothing short of embarrassing. Officer's are supposed to lead by example and they certainly failed on this one.
Yes the Chief is the IC not the FF. he should be doing accountability tags, and scene size up and doing a 360. Not playing Rescue Rick!!
If u guys have not notice the house is still fixable. He took the bull by the horns. They did not wate till the house was fully involved. While they did an assessment of how strong the deck was. Just saying.
@@chriscatarcio2983 If you know anything about firefighting and scene management, you’ll know that a chief directs his personnel to work and in most cases, battalion chiefs or district chiefs handle fire scenes. A chief is basically a politician who is an administrator, not a line guy. With the extremely dangerous materials in new construction and synthetics used in everything, fires today burn much hotter and faster than ever before. That chief had no business being on the hose line and never once did he sound the floor for stability. Our safety as firefighters comes first and foremost and we have to be smart in fighting today’s fires. That old school “salty dog” crap doesn’t fly anymore and gets people killed.
@@chriscatarcio2983 not only the issues with the deck and lack of proper gear he hit the fire from the front blowing the fire back into the structure and the crew on the roof venting the attic were in danger no roof ladders look at the color of the smoke it could have lit off anytime and cooked them and not putting out the fire on the deck Cost him a line and he backed up to it and was burned a second time SMH you can rebuild that house but you can't rebuild a life if it had flashed, or a Firefighter fell through the roof.

Chief attacking fire...firefighters standing around. No command & control...and he goes in with inadequate headgear & no respirator/air tank.
Odd situation. I have seen battalion chiefs jump into action if they are first on scene & someone is trapped (different situation).
This is a partially volunteer department...so perhaps they do things differently...but seemed a bit odd.

It also appears that after he took his short breather he went back up onto the porch and started doing the exact same thing again.

The true definition of CHAOS (Chief Has Arrived On Scene).
So "The Chief" is already on scene before the first due engine.
He is not on his Radio directing first and second due. He is not establishing a water supply plan. He is not transmitting either a 360 or CAN report. He passes no information to either the Officer or Engineer of the first due. He gives zero information to his Assistant Chief, except for "hold my beer"
He is not advising second and third due apparatus as to division of labour, priority of work, RIT.
There is no interior search ordered to look for extension. Notice the deck and siding are still on fire for the majority of the video.
A Ladder truck parks on the A side of the building. They should have immediately extended their ladder for roof inspection and ventilation.
By the time the billowing grey/brown smoke is noticed in the attic space - too late.
No Command Post established.
No 360 completed or relayed.
No Safety IC appointed.
No RIT plan.
No pre arrival directions given to anyone.
No call out for local utilities to shut of power.
Inappropriate or no use of SCBA.
NO PAR completed or asked for!

Now why would it be HOT? It COULDN'T have been because it was just on fire, could it? I have seen many fires on YT as well as in person and I have never seen a Fire Chief do what he did. I can understand the need for expediency and the desire to get the job done but let's be real here. There are proper procedures to get it done safely and they were created for a reason. Most safety rules are written in BLOOD. Glad that they got the dog out.

What a mess. This is an embarrassment to the department and citizens they serve. This Chief didn't let his crews do their job. This stuff absolutely kills morale and trust. He should absolutely step down.
With the FC running around like a chicken with its head cut off you could tell all firefighters were also in a complete state of confusion with the leader in total chaos barking confusing and conflicting orders.
These homeowners need a good lawyer and a copy of this video...

I'm a former chief officer of a small VFD. A chief officer initially knocking down the fire from a distance is fine. After that, step back and let your firefighters do their job with the appropriate PPE. Stop yelling, use your radio and give proper instructions and commands. Quit being a cowboy hero. Also, it took way too long for water to get to the fire. No one should have to wait for water for initial attack.
An engine company arrived on-scene after him..There is no way he should have been involved in the fire attack at all..nevermind stretching the 1st line to the fire..my god!!!..He's the chief of department, the highest ranking officer, and he should have been the Incident Commander..if they don't have pre-determined SOG's, then He should have given the Engine crew his orders and let them do thier job.. That's what well trained departments do...There are so many things wrong here...Fire scenes like this get personnel killed!!!

@@michaeldimeo9429 Depends on the situation one of the depts I run with is volunteer and coverd a big area so on a working structure fire you'll have 2-3 chiefs on scene... if its not a chief's local no reason he can't take command of a division or his crew.....

He went in without his SCBA, Did not do a 360. He did not do his job and take command. Guys under the wires over and over. Firefighters on the fence watching and the fence could become energized. Yelling at the engineer while firefighters in full gear watched the Chief be a cowboy. As a retired firefighter all I can say is if any conditions of this fire changed, no one would know or say anything. All stayed close to the Chief in case he needed something. Yelling the F bomb over and over was not the best for the public to listen to. He is lucky this was a single story home and he did not go interior because this is when people get killed. I love you desire to get it, however when you take this kind of behavior into the fire ground, it can't be pulled back so it is best to go in calm , and step it up as needed with a better feel of what you have. At the end of the day this Chief and his crew need to come home safe and protect.

This video should be shown to every department out there as a training video for officers of "How not to handle an emergency scene". It's a shame to see the awesome equipment this department has at their disposal but very little direction, organization and training.
I've been a municipal firefighter for 15 years, a Fire Captain for 1 year and a Superintendent for 5 years on large construction projects. Without good leadership and organization, scenes like this are all too common both on the fire ground and in the workplace. Watching this video I can't help but believe that the firefighters are intimidated by their chief and scared to make a move without being instructed. His tone of voice, language and actions are reckless and disrespectful to everyone on scene.
I really hope the chief reads this comment and interprets this as constructive criticism. I know it is sometimes hard to step back from the action and count on your team members. My hope is that he will use this video and these comments to his advantage to better himself as a chief and take control of the scene, safety, personnel and arriving apparatuses. In turn, this will produce a structured incident approach, better scene control and faster DE-escalation of the incident. Even heroes need a leader and direction. Just remember, every life saved is a team effort not the effort of one man.
The Cheif and Asst Cheif need to resign....very hard to watch....all the errors .... many firefighters not assigned a specific task and the execution of response is EMBARRASSING....

Damn, you guys left me nothing to say. I volunteered for a fire department where the chief, assistant chief, and first lieutenant were father and sons. They all had that hero complex. They lived across the street from the station. Most of the time, before any of us could get to the scene, they had pulled lines and were eyeballs deep.
The more videos of New Kensington I watch the more I am thankful for the leadership we have and training we do on our volunteer dept. These guys are poorly led, feel very bad for them men and women who put their lives in this man's hands.

Wow, the Chief sets a prime example of reckless behavior. Charges into that fire without an SCBA, no gloves, no concern for his own safety nor apparently the safety of others who may have to rescue him. Even the assistant chief, no SCBA, no gloves, who knows what else. Cancer cases for sure.. Chief does a good job at yelling.. Almost all are not wearing gloves.

This video needs to be forwarded to the State Fire Marshals office and reviewed by the professional standards division and see the amount of unsafe and dangerous procedures that the command staff is either doing or ordering done by firefighters. This chief needs to have his certifications revoked and prevent him from ever regaining re-certification. The language that is used by the chief is inexcusable and should be prosecuted by Staff Law Enforcement. It is only by a miracle that no firemen were hurt or killed. The entire department needs to go through mandatory retraining as to fire procedures and scene size-up and scene safety. An empty house is never more important than peoples lives. Houses can be rebuilt but firefighters can not be brought back once they are gone.

I am no firefighter and would never claim to be or claim to know what I'm saying when it comes to putting out a fire. But im gonna say this, if I ever did become a firefighter this is one chief I would NOT like to have as a leader keeping me safe whilst sending me into a fire. He is poorly educating his team, a leader not wearing scuba thinking he is superman. Imagine the circumstances had changed and there was a flash over, id rather be safe than left with no face. I really don't mean to be critical but surely his safety should come above everything else. God bless all those firefighters for the brave courageous work you do all over the country 🙏
This chief is totally unsafe and has some super hero complex. To many crews on scene running around with no SCBA and chief hero does not belong on a hand line. His job is contant 360 of the structure. There were guys bumping a power line. This scene was total chaos. If this was my chief i would leave this dept. Someone is going to get badly hurt ot killed by this guy
@@ronstrulic4388 I totally agree with you. I never try to criticise the fire department but this was bad. Poor leadership and role model for them all. They were lucky this time, maybe next time not so. If my husbsnd/partner worked for this department I'd be very scared and frightened to send him off to work. They need a new role model to look up to before one of their own gets seriously hurt or worse.! These are some of the most bravest men and women in the world and I will always honour and respect them, but some need to be welcomed into the 20th century. Protection and leadership are there for reason.

I'm not a firefighter but shouldn't you untwist the booster line while you are waiting for water pressure? And shouldn't the line be stowed and withdrawn to prevent that from happening?
Mostly just make sure there are no kinks in the line and pressure takes care of the rest, and yes it is stored so when pulled correctly it doesn't do that.
why would you access the roof on the electrical service side ? i know there is a window and the fire is self ventilating . maybe I am missing something ?

The animal Chief! The hardest habit to break when you’re command staff is to stop being a firefighter and direct operations. Especially with volunteer fire units which are prevalent in New England States. He did direct his Asst Chief to handle command but the AC grabbed the yellow and red hose later. You can’t direct your firefighters and mutual aid that way. Chiefs like him have to learn to DELEGATE and DIRECT operations. Not do the fire fighting. I went from firefighter to Chief and had to stop myself from fighting to directing unless your the only one on the truck. And then you only slow it down until the troops arrive. Then hand it over. And no PPG breathing gear either. That may be fine for brush fires but not building fires with known harmful gases.

Hey Chief you need to let some of your firefighters put the fire out. I’m sure your crew had SCBA on and could have knocked the fire down just as fast and safer. Glad your ok.
I’m not a firefighter but if you are going up on a wood deck and are going to use it as a base on which to stand and continue to spray into the house, shouldn’t you kind of soak the deck down a bit so that fire doesn’t keep starting up on the deck? Or maybe have a 2nd, back up person with a 2nd hose do that?

Ha, I agree. I was dumbstruck. As a retired chief, I might have wished I could play like a FF, but you have to decide to give that up at each level of promotion. I think he wishes that there were more cameras on him.
Not sure I would be complimenting a Chief, for being an animal, when he had others there to do the job. Not very safe. I am pretty sure he burned himself on the porch railing. Dont get me wrong great Chief, but you have to know when to step back

I was a volunteer fire firefighter I’m so glad I had a cool fire chief. If I had this guy I would’ve never volunteered.
