Yes you can leave your pivot foot with the other foot still down. You just have to pass or shoot the ball before your pivot touches the ground again, or your other foot moves. That second step is allowed. If you pivot, your second leg can move, ie lift and plant at any time, multiple times. If you plant your second leg and lift your pivot, that's still ok until your pivot foot lands. It's a travel if you're still in possession.
