Put it simple as this: The Israelites were dishonest and broken people. They were evil, but they were chosen by God, to be redeemed. God's law was fulfilled by Christ, and a new law, a finalized one, came after. While the Old Testament laws of slavery are perfect, they are not the finalized form of God's plan. He needed to make a gradual change in order to soften them towards a righteous path, if you come in, and completely demand entire change, they won't listen. And God needed them to listen, above anything else evil happening, he needed them to know. And while it may not make sense to us, it was part of God's plan, that slavery would be outlawed entirely someday. Consider the book of Philemon, for example, which clearly outlines that slaves should be freed and treated as brothers, rather than property. This was Christ's fulfilling the final commandments on a broken, hardened world.
