  • An army of migrant workers has been helping Qatar to prepare to host the 2022 World Cup. However, headlines about excessive deaths, unsanitary living conditions and unpaid wages have led to criticism of their treatment. In this Business Beyond we look at how the Arab state used to recruit its labourers - the kafala system, what life is like for them, and what's being done to improve that.

Update: The Supreme Committee for Delivery & Legacy disputes the number of suicides referred to by Peter Millward quoting The Guardian (www.theguardian.com/global-development/2021/feb/23/revealed-migrant-worker-deaths-qatar-fifa-world-cup-2022). The Committee says there has been one suicide on its World Cup program and points to its annual reports: www.qatar2022.qa/sites/default/files/Workers-Welfare-Progress-Report-Dec-2019-EN.pdf.

I worked in Qatar in 2018. There's a company called Green Eagle who employs 300 Ethiopians who worked on the highway construction. They were given a salary QAR 350 per month, but only given for the first two months, after that they don't get salary for the next 3 months. The Ethiopians strike and got one month salary and went back to their country. One month later, 300 Ethiopians more are employed with the same salary and two months of salary and 3 months of no salary happens again. For us working in Camp management felt sorry and got used to it happening like a sequence.

In my experience, the EU is not so different. In Poland or Spain (where I have lived), it's nearly impossible to change employers without the Permanent Resident Card (5 years on average) in hand. The conditions are better in general (not always, I know some specific cases of low-skilled workers) but the changing jobs situation is pretty much alike.
In Poland, the few employers who hire non-EU/EEA/Swiss citizens know very well that is nearly impossible for the employee to move to another company (they don't need to hold your passport to "encourage" you to stay in the same company). Plus, if you stay in the same company for at least three years, you must wait after your resignation three months to change to your new employer (this is Polish law). In some companies, it might be around four because the first day starts the first day of the next month, not the day your resignation was approved. So, think for a brief moment, you need a work permit, and your new employer needs to wait at least three months?
Three months might be fine if you're applying to a relatively high leadership role but for low-skilled or not crucial roles you can be sure, they will search for a new one. Additionally, the employee might need to pay around 1000 euros (4000+ zł) to a lawyer to do a lot of paperwork to change companies. There are some exceptions as always but it's not the common case.
Next in Spain is similar if you're a Highly Skilled Worker who for whatever reason needs/wants to change companies (not my case). You might face several troubles trying to do it. The regular workers (from my understanding) can move to another company after six months but the Highly Skilled ones cannot until they have the PR (the immigration police words not mine).
These two examples exclude a trickier topic, what if you want/need to move to another EU/EEA country? It's nearly impossible without the citizenship, the Blue Card (2+ years working in the same company that doesn't work in Ireland and Denmark), or in some rare cases the PR that is exchangeable with the local one.
Furthermore, the same situation happens in the US if you don't have the PR. That's why everyone is chasing the Green Card.
Changing jobs from my knowledge/experience is never easy in several countries if you don't have the PR.
I would recommend you to do the same research in a couple of EU/EEA countries (including Eastern Europe) and publish the results because it's not so different.
Don't misunderstand my post. I don't say what is happening in Qatar is correct or I believe what they are suffering shouldn't be fixed but funny enough if now they can change employers, this would be easier there than in several European countries.
