Because fanfiction is usually one of the first things young people write before they learn to write original works.
Time hopping is pretty much the no. 1 thing people struggle with when they start writing fiction and it takes most quite some time and practice to stop doing it.
I started writing fiction when I was 8 and mostly got over this bad habit by 10, but occasionally still hopped around in time, took another year or two until I stopped doing it completely.
Recently some friends (late twenties, early thirties) got into writing and gave their first tries to me for advice, and unsurprisingly, time hopping was the no. 1 mistake even though they all speak nearly flawless English. Writing down a story on paper is somwhat different from having conversations though, so I don't blame them :) But yea, that's why you see so many jumps between past tense and present tense in fanfiction, sometimes even within the same sentence.
