I know some people have criticised the inconsistency of Aemond’s character in that he’s normally calm and collected, even after losing his eye claiming it was a fair exchange so his anger is out of character but I don’t see it that way.
When he lost his eye, he knew that if he didn’t speak up, Alicent would not relent and his assurance that he was alright would diffuse the situation and has likewise been raised to have a calculated outlook on everything so that’s how he presents himself, but sometimes his own desire for revenge breaks the image he’s crafted for himself.
And in this moment, when even in the hall he held all the power, he couldn’t help but flex it once again, to remind the boy who took his eye without cause that he was the powerful one now. He wanted to make him feel terrified of him, as Aemond likely felt in the seconds after he was initially sliced.
Rather than being inconsistent, I think it’s perfectly plausible that Aemond would take this chance for revenge when it was so personal for him when he would normally consider such pursuits beneath him.

Lucerys had cause to put his eye out though. During that skirmish when they were kids (started by the girls, mind you. Not the Strong boys) Aemond was about to bash his brother’s head in with a rock and Lucerys drew his blade and took his eye out. Obviously, Aemond is entitled to feel some type of way about this, but Lucerys had adequate enough justification to do what he did because he was defending his brother. Naturally, with Aemond having become the psychopathic, barabaric, bully he has, of course that would slip his mind………

And by the time Luke went at him with the knife, he was already blinded and out of commission because he got "pocket sanded". The knife was no longer justifiably an act of defense at that point--getting out of there would have been easy, as would taking him down to the ground before getting him out of there. That's one of tge reasons she freaks out like that. Not only can her children be maimed without consequences, Rhaenyra can ask for them to be tortured for petty reasons in front of the king and nothing happens no one will protect them.

Luke fucked around and found out. Also funny how Lord Baratheon called out the entitlement where they demand he goes to war for them without offering anything in return compared to King Aegon II that offered a marriage into the royal family

The marriage pacts is important because it means they might get dragonriders with alligence of House Baratheon.

Rhaenyra out there having the worst offers, if even at all.
The only good offer she gave to a lord was also quite stupid - She offered Dalton "The Red Kraken" Greyjoy independence for his support, I don't think there's a need to explain how terrible that idea was

Borros: "Which one of my daughters would you marry, BOY?"
Lucerys: “Well my lord, I would marry all 3 of your beautiful daughters because unlike Aemond, he can only see their beauty through one of his eye”
