NVIDIA has announced that it is "unlaunching" the RTX 4080 12GB and will be releasing it under a different name in the future. We've also learned that the price will be lower, leading to hopefully less confusion and a better product stack.

The HD 4870 was built on a smaller node than GTX 260/280 so quite a bit cheaper to manufacture while having competitive performance somewhere between GTX 260/280 and in some games even getting very close to GTX 280 performance.
The big issue was the price though, HD 4870 had a launch price of $299. GTX 260 was $400 and lower performance, GTX 280 was $650 with higher performance mostly with some games very close to equal perfomance of the HD 4870.
With that big of a price difference and performance where it was there was an uproar and Nvidia soon saw themselfs forced to lower the price and reimburse customers that had bought the cards at the high price.

The reason Nvidia pushed out the 4090 with that insane power draw and cooler needed, is because they want to push every last frame possible, even if that means going WAY outside the efficiency window.
But make no mistake, they didn't just "push power" to increase Performance. Performance per watt increases like 30 - 50% with each new node thy jump to.
Plus, they are probably nervous about AMD because they know AMD has several competitive levers they can pull for their GPU lineups, and efficiency is just one of them, not to mention Nvidia is still on monolithic dies, and AMD is using chiplets which make it cheaper to make.,
Nvidia "should" have made the 4090 a 300 watt card and called it day, and left that 14% extra performance ( in exchange for 50% more power ) on the table.
BUT, all you have to do is limit your frame rate and VIOLA, you have the most efficient GPU experience money can buy, until RDNA 3 comes out, and that will be a similar level of efficiency, and probably even better.
Again, just limit your FPS using software commands, and you can get next gen performance with a fraction of the wattage of the stock config.

The issue is not whether pulling the 4080 12GB from the market was the right call, the underlying issue is that beyond that point they have already achieved their objective. They have now conditioned the market to accept the pricing for their actual 4080 (16GB), and by giving the community a scape-goat to publicly shame Nvidia for, they have effectively given us the run around.
People will now accept the rebranding and repricing of the 4080 12GB as a victory for consumers, however, in the meantime their 4080 16GB is unchanged and sitting pretty at an MSRP of $1199.--
From my perspective, if they want to do 'the right thing', which is arguably already too late given the recording of the quarterly stock holders call, and the massive mess they created here so far, then they should bring the 4080 16GB down to an MSRP of $799.-- which would continue the trend set by the 4090's 100 USD price hike gen-over-gen.
This was only half the battle, we should continue to vote with our wallets, and not let up. Just because there was a silicon shortage, doesn't mean that we should accept a permanent exponential price hike.

That value, the 4090's worth, is greater than $0 but less than $1600, likely closer to $1200. That means most people that got a 4090 under that $1200 marker would likely be somewhere on the HAPPY spectrum, where as anyone who acquired it north of the $1200 number would likely be somewhere on the UNHAPPY spectrum.

Still, it runs most games smooth on 4k and even Cyberpunk 2077 at 1080p on max (no ray tracing) really smooth. So, I'm DYING to get the 4090 as I was unable to upgrade with the 3000 series per the global shutdown. However, I still won't. I'm going to wait for the 4090 Ti VERSION TWO. Yup. Let it be known that it's not just consumers but PROMINENT members of the content creation community which produces videos such as this. This isn't me outright supporting individuals but rather a more collective approach to calling out what Nvidia tried to pass as a 4080 when it's anything but.
Case in point: When Microsoft utterly failed with the launch of the Xbox One versus its competitor, the Sony PS4, the company's public reputation and image was totally ruined. And then guess what happened? Microsoft started releasing backwards compatibility and in good measure. To this day, fans could still argue with confidence that this premium feature is a win-win overall.

As to whether or not this is sufficient? Only time will tell. They strike me as the "better luck next time" type of company.
