A new all source intelligence assessment, which included classified information likely from spies close to Putin, suggests that Navalny's death was something Putin "did not want" at that moment in time, says Dan Lomas.

      Mmm, can he?
This news is telling us that Putin might not be able to stop what he's started.
If someone as well-known as Mr. Navalny was (maybe) purposely killed WITHOUT the express order of the big boss, this means a power in Russia -& all parties in Russia are still supposed to operate (arguably) under the thumb & permissiveness of Putin, including the Russian Mob- was working external to or outside of Putin's control, & it's probably the Siloviki since they manage the prisons. Patrushev & the Siloviki are the most powerful interest group under Putin's immediate influence right now.
That's not good in a corrupted society with nuclear weapons, so naturally the World will be concerned about this news. The Siloviki definitely don't control Russia's strategic nuclear weapons, but they probably still have access to deployable tactical weapons of mass destruction including small nuclear, short-life biological, & time-dependent-LD50 chemical weapons. After all it was the internal security services, not the regular Russian Armed Services, who decided to deploy airborne phenobarbital gases in the Dubrovka Theatre hostage crisis. The Russians' record there is mixed.
They killed many of the hostages in the execution of the anti-terror raid & they supposedly captured none alive, which is a goal if you're running an anti-terrorist operation because you want to find out who told you to do this & all relevant information about them & possible cohorts.

Budanov, head of Ukrainian intelligence, even released a statement that their sources indicated that Navalny died of natural causes, likely heart failure caused by his long-term mistreatment within the Russian prison system. His health was suffering terribly. Of course, Putin was directly responsible for Navalny's declining health, so take that how you will.

As an American who worked in US Intelligence Services (won't name which) this was a quite brilliant interview regarding Intel and how it's used. I WILL say that in my experience when the President receives the morning PDB, 60% or higher commonly derives from classified internal information that's been breached, and is not open source. However, open source has many definitions, just as a confidential source. It becomes a grey area and Intelligence Services live in the grey area whilst picking and choosing Intel from both ends, open source and surreptitiously obtained.

Even if he didnt expressly order it. If not for his imprisonment and previous poisoning, its hard to imagine he'd be dead right now. Either way Putin is ultimately to blame. His death is explained by incompetence then.

Whether he ordered it or not , keeping Navalny alive was Putin's responsibility. Navalny's death is entirely Putin's fault. Others may simply have done what they believed Putin wanted. It really doesn't matter. In such a case it only means Putin did not make explicitly clear that Navalny must be kept alive and well.
