Hot glue isn't a problem. It might not look pretty but in 30+ years, I have not come across any hot glue induced failures except those suffering from unbearable OCD. 😉
hot glue I'm fine with. you can use alcohol to unstick it, a hair dryer to melt the glue, or goo gone to dissolve it. plus it's unlikely to kill like yellow glue.
You know when asked about this Cyberpower refuted that this glue used in their UPS ever becomes electrically conductive. Not saying I believe them, just worth mentioning, manufacturers for you.
If it has already become brown it is very brittle and chips away easily. It it is still the original tan/yellow colour, it is more rubbery and needs more effort to mechanically remove, but that is how I do it. I have not tried solvents yet.

That is a different type of glue that is not affected. It appears that the power supply was subcontracted to a different manufacturer than the logic boards, so they used different glue types.

If your own repair attempts failed, and if you then would approach Samsung's repair service as your last resort, they can reject it at first glance? They certainly know (from their statistics) which parts tend to fail first, so they tag them with their "glue" (which doesn't need to glue anything, it is just an indicator that a part hasn't been replaced yet).
Seems to me that Samsung used this glue for planned obsolescence! I can see a Samsung engineer discussing this. How long will the glue last before it goes crazy? About 2 years sir. Good, the warranty is 2 years.

I had a laser printer power supply blow up twice cause of that. Second time was on my bench, with a large bang and smoke coming from burnt glue.

Maybe the problem was not enough glue to conduct the heat away from that resistor.
