Using the pistol to break the window is an interesting choice. Seeing this from the comfort of my office chair, since the suspect had both hands out the window, I would like to think I would have tried the door handle first.

The Glocks I had way back when were 1st gen with no rail. Is the rail steel reinforced, or just grooves molded into the plastic dust cover section?

The tac light that I have mounted on my shotgun has a scalloped and crenellated bezel, but It was originally advertised by the maker as a secondary impact weapon and a deterrent to an attempt at a grab and disarm. It would definitely be useful for glass breaking, especially as it is securely steel-mounted to the mag tube. Apparently the polymer rail for the accessory mount on the Glock dust cover is strong enough for at least one window removal impact as the light stayed in place just fine after the smash.

I swear some of them do this deliberately, hoping to get shot and banking on surviving so that they can win the ghetto lottery. Cities need to stop settling out of court and encouraging this behaviour.
They are pretty dang tough though. Take a lot of killin'. Not as much in the chase and evasion department, but in the demolition derby side of it all and having a body on frame, they tend to take a licking and keep on ticking. Hold up well in the off-pavement side of things against a low clearance cruiser as well.

I think it was actually the bezel on his flashlight (attached to the glock) which hit and broke the glass. I have several flashlights like that.
