- Trooper's Report:
On 03/28/2024 at approximately 12:00 PM, I Trooper James Harrell was traveling east on U.S. Highway 65B (Martha Mitchell
Expressway) near Myrtle Street when I observed a reddish/orange colored Dodge Challenger in front of me traveling at what
appeared to be a speed much greater than 45 miles per hour (MPH). I activated my front antenna for my speed radar and
confirmed the speed at 81 MPH. I accelerated to catch up to the vehicle and conduct a traffic stop. While doing so, I noticed
the Dodge Challenger turned right onto University Avenue and proceeded south. I then turned right onto University Avenue a
short distance behind the Dodge Challenger. As I reached the top of the overpass at 5th Avenue and University Avenue, I
noticed the Dodge Challenger had taken another right turn (west) onto 5th Avenue which turns into 6th Avenue after a slight
curve. I turned right (west) onto 5th/6th Avenue and proceeded west around the curve and observed the Dodge Challenger
accelerating at a high rate of speed and begin passing vehicles in the eastbound lanes of travel. I activated my lights and
sirens and advised Troop E Dispatch that I was trying to catch up to the Dodge Challenger that was traveling west on 6th
Avenue towards Blake Street.
After a short distance traveled, my suspicions were confirmed and I advised Troop E Dispatch that I was in pursuit of the Dodge
Challenger, westbound on 6th Avenue at speeds reaching over 135 MPH. As we approached Blake Street, the suspect vehicle
drove across the center line and into the eastbound lanes of travel and went through the intersection at 6th Avenue and Blake
Street. The suspect vehicle continued westbound on 6th Avenue after disregarding the red light. I continued pursuing the
suspect vehicle west on 6th Avenue with speeds well over 100 MPH. I observed the suspect vehicle enter the eastbound traffic
lane and pass another vehicle while continuing to flee. As I observed the vehicle approach the intersection of 6th Avenue and
Franklin Street, I lost sight of the suspect vehicle. As I approached the same intersection shortly behind the suspect vehicle, I
noticed the suspect had failed to maintain control of his vehicle causing him to disregard the stop sign located at 6th Avenue
and Franklin Street. The suspect slid through the intersection and off into the ditch located on the southwest corner of 6th
Avenue and Franklin Street. As I approached the intersection, I observed a black male exiting the passenger side of the
vehicle and begin to flee north through a front yard. The suspect was unable to maintain his balance and fell multiple times
while still attempting to flee on foot. I was able to exit my patrol unit and take the suspect into custody at this time without
further incident.
The suspect was then identified as David Christopher Horn.
Mr. Horn was transported to Dub Brassell Detention Center where he was booked for Felony Fleeing, Substantial Danger or
Death 5-54-125. Mr. Horn was also issued nine (9) misdemeanor criminal and traffic citations for the violations committed
during the pursuit. - Auta a dopravní prostředky

His driving skills are the same as his running skills.
the word "skills" in connection with the perp is a contradiction within itself.....
@stratman9449 you might have a point there I probably should of use "ability "
😂
He had the opportunity to run but not the ability (apologies to Ron White).
😂❤
Saggy pants takedown wins again
I love when the troopers call them fu**ing idiots. And tell them that was fu**ing stupid. That sums up every felony fleeing in a nutshell
Their goofy fashion statement helped them get caught.
Adds to their prison cred.
Done in by droopy drawers. Lol.
Hard to flee on foot with the waistband of your pants at mid thigh, LOL.
Easy to open your prison wallet.
Looks like just about every Challenger owner in Arkansas has signed a pledge to run from the ASP upon accepting the delivery of the vehicle.😀😀
my very thought and impression....ASP ought to have a serious word with these "dealers".....
I don’t get why anyone would want a car that can go 135mph when the speed limit is much lower. Is it just prestige or status? How do they afford these cars and the insurance?
The factory is now shipping them with expired paper tags as standard.
Imagine trying to get full coverage insurance on a Challenger in Arkansas!
Just the black kind.
Pants on the ground are gonna take you down!
Tires had poor traction, and his shoes did too.
Nah, he tripped over his stupid fashion.
A fleeing black male ??? NO !!!!
Well, he certainly isn't running to get a regular job...
@@thesebadseeds Fleeing seems to be their job !!
Always in a dodge also.
In a Dodge. Who'da thunk it?
New crime.
Same face.
These jokers need to start paying for the damage they cause.
...And the lives that they endanger.
They ain’t got no money
Yup the bad guys should pay for all damages..And I'm not talking about the big and bad ASP!!
how....can't get nothing from "not much" or less......
More Police Agencies should release videos. That way we can truly see who is causing the problems.
we already kinda know...
Criminals?
you already know fatherless young blk male
but judge, he a gud boi! has promising future!
They already did.. It was a show called COPS. But it was taken down because it showed too many black people getting arrested so it was called Racist and canceled..
Watching that guy fall all over himself because of his "fashion statement" pants had me rolling. Also, I can never get enough of that howling engine and the hum it makes a steady high speeds.
Usual suspects
When 'Dodge Challenger' is in the title, you already know who the perp is. We should've sent them back.

Colon plug.
Yep, "usual" meaning it's out most esteemed demographic, the YAAM (Young African American Male). A demographic that demands respect. Representing around 5% of the U.S. population yet shows up in these felony pursuit videos around 80% of the time.
2:02 That man got all kinds of "Hall Of Shame" action going all kinds
LMAOOO
“I was headed to court, I wasn’t even tryin to look at you”… Funny how a lot of these cops tell them that they would have just been given a ticket or a warning.
He won't be carrying the football for Razorbacks for sure.
Attempts to flee. I will never understand why.
It's their underdeveloped prefrontal cortex. It causes them to make decisions based on emotion rather than reason and logic.
he was "scared"......
Tis da culture. It's a tradition to flee from police.
Alright James Harrell is my new favorite Trooper lol. Well done sir!
America seems to go through a lot of chargers and Mustangs. It's like a never ending stream of them.

I love the vocabulary these troopers use on these criminals 🤣
yeah, real professionals!
Have to speak a language they can understand.
@@TheOtherBill No, it makes them look as bad as them!
LOL..That e b on i c s speaker wrecked out and then fell flat on his face when he tried to run on foot. You know at least this one was honest when ask why did he run, I don't even know is a lot better then I was scared.
Bravo mile. Pants down. Running. Oh he fell down. 😂
He ran because he lacks impulse control, like many others in his demographic.
Yep, the dumbest creatures on the planet. 🤪
😂😂😂”that was fuckin stupid” i love these videos
His jogging was short-lived.
1:59 Surprise, surprise!
Is Arkansas like Mecca for idiots with Dodges????
the whole south

@@pb68slab18 Definitely can't blame the DUKES! General Lee had a Rebel Flag on the roof and you know these suspects aren't fans!
Just the "usual" suspects for the most part.
This will not end until the corts start holding them accountable again!!
Shoulda tied them sneakers.
and pull his pants up
Problem is they don't know how, for they are brain less: look how they wear their pants??
Is there a contractual agreement when you buy a charger that you have to run if police try to pull you over?
Another thug in a Mopar, what else is new?
Another racist bigot on this thread. Yeah I know right😒😒
Usual people.
Who is the usual suspect? You bigot

Its too bad troopers don't wear body cams
those idiot drivers stopping blcking te whole road lol. I could never do this job. smh
How fast was that Durango going at 0:33??!! asp was doing 120 and took a bit to catch and pass him? 🤔
I thought the same thing! It was going at least 100mph.
They were trying to play keep up lol they knew they could speed and he was already busy in the pursuit
Man I was thinking the same thing even sped up like they were after them lol
That looks like a Jefferson County Sheriff in the Durango could be PBPD but most of the ones they have are black 💯
I’m from Pine Bluff what I find strange is directly behind that house he crashed at is a prison and the direction he was running 🏃🏾 he was headed right towards the State Police Office 😂
@Police Pursuits: Great weekend drop! Thank you! ❤👍
13% FTW
White boys don't ever run from the police in Arkansas amirite? Man, you need to get over your prejudices.
Those 2 cars 🤦 so dumb
Why not stop beside each other, so the trooper can't get by?? Maybe the perp called them and told them to delay the police?
Arkansas looks like a nice vacation spot except for all the black folk running from the Police.
I’m willing to bet this trooper knows bo and luke duke. say this because there was one point he was going 137 in a 35 zone.
Usual suspect
Usual car
Unusual attempt to get a new twister highscore on fleeing
I always pay close attention to other vehicles arriving at or passing the scene.
Ok. What did you observe?
Why?
come on Trooper-you know he was late for Bible study
Well done !
Well done?
Pull yo pants up.
That run and fall was cartoon-ish as hell. Hilarious
Something said STOP................Parking ticket too........Martha Mitchell Expressway (are you serious?)
lol!!!! He totally face planted himself.
That Durango at 0:40 was probably doing 100 in a 40 mph zone.
Gotta love it - what are the chances of coming up on 2 cars on a 2 lane rural road like that? If it was me it’d be an 87% chance but normal people? freaking lotto numbers…
Well, the person in the travel lane was a dipstick who kept slow rolling forward, forcing Troop to brake...just plain ole ignorance.
@@user-gt7ji9of9z They both screwed it up. Had both cars pulled over as much as possible (I know, not much) and stopped while still a few car lengths apart, it would have minimized interference. Slowly coming alongside as the officer gets there was just plain stupid on both parts.
Insane cruiser footage ! 😛
Well done officer!
Must have been trained by Trooper Byrd
1:25 pissed me off so bad how are they gonna stop right next to each other at the same time on the longest road I’ve ever seen
I could watch ASP all day- and usually do!
BMA shocker
15 seconds into video this trooper is speeding. Reckless driving left of a double yellow, almost runs a car off the road, with no lights or siren, unbelievable
Another aspiring rapper
I think that he ran because he has escaped in the past by speeding recklessly. "Why did you run?" "I don't even know." Suspend his DL for 3 yrs. minimum.
Lock him up for 3 years. His license is probably already revoked.
It worked for me for years. Got away dozens of times before I finally got caught once, by a NCHP with a faster car than me.
So yeah, it kinda did become a habit. I didn't try to run on foot though - when I clearly wasn't getting away, I just pulled over.
@@Elkadetodd Wow, thanks for the confirmation.
@@ElkadetoddSure bud....cool story 😎, you're on the list of my heroes now 😂.
Bold of you to assume he has legally earned that privilege.
Is that the best a Dodge Challenger can do? I could outmaneuver that then in my old 1995 Ford crown Victoria pursuits special.😂😂😂
😂😂 these dudes don't play!
Bravo, Mike
Runs as good as he drives. Like a toddler.
You Are The Best
so you made a ticket into a felony. great job.
haha...just when i was going to comment "are there no more challengers left in ark."....here is the matching video.....nooo end of more of the usual "id###" ditching the car and then themselves......long live the baggy pants industry.....cheers...good job troopers....
I don't know how you do it you guys go and go, and you stay fit and trim
Amazing how much effort these people put into running from police instead of finding gainful employment. 😂
The Hellcat was to much, outside the operating parameters of the driver!
Stereotypes exist because they are self evident
Nice!
Y u running,🥴 I wanted 2 b on CZcams caughtlist 😂
ASP SO GOOD !!!!!!!!!!
Turf monster got him!
as i always say, great way to start the weekend for us in Europe, Coffee and some ASP-videos. Thanks for your work collecting these so i can watch.
Is it normal to lose brain cells with every generation?
100 in a 40 is stupid.
A 'group of teen?'
They do not make good decisions
He wasn't driving he was wrecking.
Well surprise, surprise, surprise! I guess we can all see what the problem is here!!
❤ASP❤
That perp is lucky the black cop didn't arrest him... Lou Gosset, Jr.
These dodge cars always get chased when they go near a police car !!! If I lived in the USA, the last car to own would be a dodge (is there two? Charger and challenger ?). 🇬🇧🇬🇧
all them chargers and still no body with balls to operate them,,
Once again, the usual suspects.
lots of black people love modern challengers
What I'd like to know is how all these young black kids can afford all these Chargers and Challengers? They are not cheap, and these people look like they don't even have a job, except maybe flipping burgers.
@@jack-1955 i doubt they flip burgers, most black people hate being ordered and working any job means you have to follow orders.

James harrell if you see this go back to timeframe,15sec into video look how reckless you drive,88 mph wrong side of road double yellow, you ran a car out of his lane with out any emergency lights or siren, this is unacceptable, would you allow another car to drive like this.😮
YOU go do the job. THEN tell us how to do it

seems like going into oncoming traffic with no lights on at 85mph is a little reckless. I support the cops, but can call them on a stupid move. 0:16 into the video even
