How does placing non unique cover sheets on evidence help anything. If a label is affixed to an exhibit the label must be uniquely identifiable in it's own right. And then that label/reference must be recorded somewhere. That recording can be in paper form or electronic. So you would have an entry somewhere that stated. Item X123, Smoking gun, living room, floor west, PID, PIS. (Police ID of locator) (PIS Photographed in Situ). All evidence bags/labels/boxes have unique numbers printed on them. Secondly there are much better ways to protect the contents of the documents from unwanted eyes then using cover sheets. It's called digital redaction. If you have an original picture that may contain sensitive information then you digitally redact the relevant parts of the image. Also the cover sheets make assertions as to the unseen evidence which then may be construed as evidence in it's own right. It's like sticking a label "Guilty murderer" on a suspects forehead taking a photo of him and hoping somehow it doesn't influence the proceedings.
