A dog that grabs the arm or hand most of the time has probably been trained to attack. Guard dog trainers teach the dog to grab the forearm of the hand that is carrying something, which might be a weapon. Such dogs are also trained NOT to attack except in the proper circumstances: e.g. if the handler is being threatened or if they are ordered to attack. The owner or handler is then responsible if the dog bites inappropriately! I am 90% convinced that Biden's dogs have been trained to attack, in a misguided effort to protect him. Otherwise, surely the White House could afford a dog trainer to teach the dog NOT to attack. I have had a lot of dogs, and none of them has ever attacked anybody. And, even aggressive dogs do not attack me, because I know their language. The only dog that has attacked me is one that had been trained to attack. One naturally aggressive dog did charge me, but I scared him away.
