EHA had originally approached DARPA about the project, the spec for the project stated that it was intended as an aerosolized vaccine, that could be deployed in caves, to inoculate bats, in order to PREVENT a species jump, and subsequent epidemic/pandemic. DARPA turned them down, due to the project requiring GoF work...which was, at the time, forbidden. This is as-per DARPA documentation.
Not willing to take no for an answer, EHA then approached NIH/NIAID, Fauci approved it, and the rest is history.
