In Canada we call this a "cabinet shuffle" and they are announced as new blood/fresh air- sometimes poor performance. Putin's habit of laying charges is strange to me: perhaps a scare tactic for remaining officials, perhaps a response to real or imagined coup plots, but that part of it is past my understanding.
