      They have this odd way of doing things. You can see it in some of the military shows and movies. Standard form is, you show up somewhere, report to the head honcho (saluting all the while) and say something like your name, your rank, your qualifications, that you are reporting for duty as ordered, and that you're "publishing" it (saying it in front of enough people to be noted) so as to cover your ass later.

      When they said it was more than 8 miles long .. yeesh. You'd have to do a ground survey first to map all the places with weak or substandard soils, where subsidence will occur under the load of the levee .. a lot of clay and riprap on the water side of the levee .. all the right soils and regular inspection to make sure it's good. $40M wouldn't even cover the detailed soil survey costs. Was the levee built to the specifications used by the construction company? What engineer signed off on the specs?

      I believe that it’s divine retribution. I think God is actually being merciful to Russia holding back the forces that would wipe them off the planet. Reminds me of the story of Nineveh in the Bible. God is giving them time to change their mind and repent. He does not desire their deaths.
      There ARE righteous people in Russia. Part of the reason that God is merciful to Russia is BECAUSE of them. Clearly, not all Russians are wicked spineless fools. There are thousands and thousands of Russians who want something better… who desire justice, righteousness, and integrity… for example, ones that showed up for Navalny’s funeral.

    About the minister of emergency situations. I remember how the previous minister died just at🎉the beginning of the new phase of invasion of Ukraine after falling from... Not a window but a very high waterfall in a remote national park. All the people accompanying the minister also slipped and fell so there's no surviving witnesses of the tragedy.
    About rodents. I can't wait for the moment caricaturists will start portraying Putin as a 🐀. I think it would suit him well.

    Dams are supposed to be made of earth, masonry, and reinforced concrete. Not Dirt. I imagine the homeowners in the path of the flood didn’t have flood insurance in addition to their homeowners insurance. As required in most countries.

      Seriously Konstantine? So all these people just lost everything? When it ends up drying out do you think most of them will do proper repairs to prevent black mold? I mean we've had floods the last few years out of nowhere but the municipalites got together and volunteered to sandbag everything and everyone was insured for this type of problem. They're working hard to figure out how to manage the dams up north so we don't overflow when thing thaw...but at least we work to prevent future floods.​@@INSIDERUSSIA

      It doesn't stop at cutting corners over infrastructure. Area man at 16:35 explains how emergency services become just another level of corruption. There are other reports of citizens remaining in flooded areas, risking their lives and refusing evacuation orders, to prevent first responders from looting their homes.

    As someone who appreciates largely forgotten 1980s B movies, I must say I really did NOT expect a Critters reference! looooolll! Luckily I have a big, strong computer chair or I might have fallen out of it! Thanks, Constantin. :D
    As for the rodents theory - well, rodents do burrow - or well, some do. Not sure they would want to burrow into a dam though. And knowing rodents exist, it was foolish of the contractor to build the dam in a way that makes it vulnerable to rodent burrowing. Besides, I would think a sloppy dirt wall like that can get undermined easily enough by water alone, so why give rodents a bad rep?
    With western support for Ukraine sadly weakening, it's outrageous we now have to pin our hopes to Russia simply collapsing internally too much to be able to continue the fight. This will take a long time to happen despite all the incompetence and corruption in Russia, and Ukraine will suffer a lot in the meantime. Very depressing.
    Thanks also for these updates - it's really appreciated. We don't get a whole lot of news from Russia at all from the regular news channels where I live, and what we do get tends to be shallow. You're doing a great job here. Thank you so much. :)

      We managed to build something a little bit better after that ...
      Look up Delta plan the Netherlands you will be amazed if you`re in to engineering .

    Well if Putin wasn’t so aggressive he would be welcome in the Netherlands where we have a lot of dams! They are, when there is a lot of water coming down the rivers, regularly inspected by people assigned to do so. If they see a problem there are measures taken. It could be rats diggings or due to saturation cracks can be formed that could cause a breech. Unfortunately it is not always working but the damage will be contained. Also alongside the rivers there is build a second dam and if the water is very high the land between the dams can be flooded without harming critical infrastructure! The so called flood plains. So to see this river was only contained by one dam that was poorly constructed!

    During 2005 in New Orleans, USA and almost wiped off the map when the levee (dam) broke. The politicians in New Orleans had asked the US government for decades to approve money to reinforce the dams. No money was ever approved. The levee finally broke open and New Orleans was flooded leaving thousands homeless.
