That’s just how the town of Derry is conditioned to ignore the It when what It is doing seems to obvious for adults to ignore. P.S. They should have kept the bit from the book where Pennywise was seen with local cops with tommyguns mercilessly mowing down what were either gin-runners or bank robbers. The cops noticed, but were too afraid to say anything.
