This is an old episode but little has changed our laws are still treated with contempt. The easiest way to get the message thru to some visitors including this Chinese student is to revoke their visa for a quarantine breach and ban entry for a few years. She should have been on the first plane back to China and someone here would have to pack her belongings up for her and send to China. Yes even if a student and then they have wasted their time so far. Word would soon get around that we are serious.

About the English teacher thought.. I have been in a similar situation.
I was moving from a poor developing country where I had lived for many years to Japan. There was no way to wire my bank balance to Japan in advance - all the banks I contacted told me that I had to open an account *in person* after I arrived (and show proof of residency) and then I could wire money in.
Nor was it possible to contact my current bank later after I had moved to Japan and ask them to wire the money. And to be honest given the level of corruption I doubt they would have sent it anyways.
A bank draft was a possibility but I had no guarantee the Japanese bank would accept it.

Look at the rules of your own country first- did you know that even if you’re a US resident, you must declare any amount over $10000 when LEAVING the USA? And you also must declare any amount over 10000 to US customs when you return. I’ve travelled extensively, and most countries make you declare cash over a certain amount.

I am sorry for some of Chinese categorized as a "good" or "behaving" persons, in advance. However, I can confidently say that most of them will not correct their behavior until they pay a penalty - Still they will not be able to respect Australian law and regulations, but they will obey these because they do not want to take any financial disadvantage. I have a very religious Chinese friend, who I have never seen anyone like her - praying and go to church all the time. Nevertheless, she steals stocks from work without any guilty and illegally import food items without declaration. verbal warning - is a joke for them.

Whilst in transit when transferring from one flight to another the Australian food that the airline hands out to passengers (e.g. an apple handed out by an Australian steward/stewardess) should be accepted. The Chinese student has not learnt her lesson. The Indian business shoe man should have first checked with the Australian embassy in India before arriving in Australia. The African drug man should serve his sentence in his own country and Australia should fine his embassy.
