It was established early on that snipper was just a figment of Dora's imagination. So how can he exist midway in the movie?
Because everything that happened from the museum scene onward, were also just figments of Dora's imagination as a form of escapism away from the depression & stresses of her parents going missing & her high school problems.
This isn't just some crazy conspiracy, I think this was, to some extent, actually intended by the movie makers.
Its subtle enough for kids to not get it, but for adults to be captivated by it.
