  • It was Thursday opening night for the 2017 Santa Monica Twilight Music Concert Series on the Pier in Santa Monica, and I came across this man first standing at the Bike Rack in front of the Casa Del Mar/Shutters Hotels. It was daylight, very busy and the hotel dining windows look down on this area.
    He was just looking down at the bikes at first, hiding his face, examining the green cable holding a black Specialized fitness bike with Disc Brakes and a Cream Beach Cruiser with a basket.
    Then he put down this red backpack, removed a tool, and started to work the green cable.
    When he saw that I was filming him, he stopped, starred me down, then retreated some more when he heard me call the Santa Monica Police and give them a description of him and location. He didn't run off, but took a position on the wall South of the Case Del Mar to watch me to see if I would leave so he could return to complete the job.
    Unfortunately, the Santa Monica Police dispatcher told me that this was not a priority for the police department and that it could take an hour or more for an officer to arrive. I told her that these bikes locked with a flimsy cable will be gone if I leave.
    So I waited at the scene for more than 40 minutes for the police.
    But at 6:57, I saw another man (apparently working with the bike thief and tired of waiting me out) became violent and start to approach me from the South Side of the Casa Del Mar. ( I called 911 again as he was chasing me.) He was yelling for me to "get over to him" and give him my video. I did not have a weapon, so I bolted on my bike South into the dense crowd toward Shutters.
    When I reached the parking area North of Shutters, there was a LA County Sheriff's Deputy and a Santa Monica Police Officer standing watching the crowd walking to the concert. I told them what was going on.
    They disappointed me with their response: "Don't worry about it, just move on...we will take a walk over and see what's happening."
    I asked them if they want to go with them to point out people and things or other information? The police said, "no, just go the other way."
    So I of course complied.
    Disappointing initial response from the police that night, caused my life to be threatened. No one cared, no follow-up even though I told the dispatcher and the police I ran into that I have videos and photos.
