What the USPS calls "Lost" everyone else calls "stolen".

I don't think many folks ask themselves how it is that the driver and passenger side floor boards get rusted out from the inside, the answer is moisture of course. Wiper fluid is one way, this occurs when the hose interior to the car leaks, happens more often than you might think. On the passenger side sometimes fluid from the heater core leaks (again soaks through the carpet) and goes undetected.
I do not put fluid in my wiper reservoir and I have disconnected fluid from flowing through my heater core. Not saying you are going to have an issue, just saying.

I think that some states have a "Hold the Junk" options. Not sure so don't quote me.

First of all I think the majority of peeps have similar queries regarding the USPS. We generally boil it down to bad management. There is some agreement here too.
So for now I leave you and others with the following:
USPS carriers are protected by the Union, Yes-No? IDK
What I do know is FedEx and UPS are under the gun, day and night to perform or get terminated, to put it bluntly.
Have you seen how some rural FedEx and UPS carriers seem in a hurry and stressed if you ask why they are so in a hurry? Well that's part of the equation.
Now how do we find a middle ground between the Union represented carriers at the USPS and the rest?
    Again, IDK.
Though our desire to have everything quickly and at as little cost or FREE as possible does beg some kind of thought on why would stressing out a large population of working class package handlers "carriers" for self gratification on the cheap make us happier?
Could we pay more so 'Carriers' could hire more last mile drivers that can perform with less stress? Driving arouind the county in varying traffic models can be insanely stressful in itself without adding performance quotas.
Competition for large contracts dictates 'Low-Ball' bids which puts the winner in a 'box' so to speak.
Maybe the USPS needs to be removed from parcels more than 10 ounces. That would give the rest of parcel packaging to the 'rest' of the independent carriers and with the shift in capital to the rest , UPS and FedEx and DHL that would equate to (?) again, IDK.
Any suggestions Brandon? Okay I get it, the Feds aren't part and parcel so much any longer in the equation.

You don’t have to go a hundred miles a hour I was looking for step by step.
