There is nowhere in the world where you will have a personal bodyguard for every citizen. They're doing the best they can. I'm sorry but we have to take some responsibility for our safety and be vigilant. They are apprehending people every day. No police department has policemen in number equal to the amount of citizens in the area.
Never flash the cash in public. And the victim's subsequent mistake was not grabbing the guy to begin with and getting him to the ground and therefore below him.
