When I turned 18 I started working out and also understand how unhealthy these drinks are and immediately stopped her from buying those packets. What concerns me most is how these companies market such unhealthy products. My mom still believes that complan or horlicks pack is a much better choice than whey protein box. 1. SUGARCANE can be converted to biofuel or ethanol by the sugar mills which in fact can reduce our dependency on fossil fuels and import of crude oil.
    2. Sugar mills can turn sugars into bioelectricity and they can be self-sustained and excess power can be supplied to the power grid and it can also reduce our dependency on thermal power plants.

Your points for the solution are so much ideal.
1)A majority of population(even educated person) don't read nutritional labels of any product.
And also sugar is sold loosely (without any packaging or brand) in markets in most places .
2)white sugar is very versatile and can be used directly in any dish or uses with ease ,but it is not so with jaggery.
Also white sugar is widely available and cheap but not jaggery.
    3) Healthier alternatives like fruits are too costly to afford.
4)We make choices on basis of advertisements .That's what the MEANING of marketing.

As individuals, we have a certain level of responsibility over our own health. Yes, the government should start regulating in order to not make the general population fall prey to all this, but we must also give up some stuff for the sake of our health. We can start reading nutrition labels. It's not that hard to do, plus it makes us more informed about what's in our food too anyway. If using jaggery is not possible in some dishes, simply dont add sugar or jaggery, it wont do us any harm. Fruits are costly depending on season, yes, but I'm sure the average urban indian household can afford them. We need to remember that we aren't doing all this for someone else, we're doing this so that *we* can live a healthier, happier life.

In my native Konkan coast, we use jaggery for making all sweets which are made elsewhere using sugar. Even besan ladoos are made with jaggery. In Goa we use two varieties of jaggery. One is the regular cane jaggery and the other is plam jaggery which is obtained by heating the sap of a palm tree over very high heat. Ayurveda uses sugar for making medicines like chyavanaprash or various arishtas and asavams. However the suger mentioned by our ancient texts was the unprocessed sugar or raw sugar which looks like big crude cryatals and not the overtly refined grains of sugar. Hence those medicines are healthy.

Our understanding of sugars is flawed, we think sugar as that white tiny crystals or maybe jaggery or maybe anything that has a sweet taste. Sugars(Glucose+Fructose) are nothing but a simple carbohydrate with high glycemic index. If you are avoiding sweet things and binging on any simple carbohydrate with high GI you are eating sugars(technically). Your body does not differentiate between that white spoon full crystals and extra spicy parathas. Sweetness is not a indentity of sugars.

If you want to reduce your sugar intake here is a tip- start having dark chocolate, one square a day, and slowly increase the cocoa content. Dark chocolate creates the same dopamine reaction as sugar without it's dangers. Our brain craves more sweet taste because it has associated the sweet taste of sugar to the dopamine rush. When you start having dark chocolate, you are retraining your brain to make that association to bitterness. Then your palette will change and you will be start finding too much sugar sickening, which will naturally lower your sugar intake.
Try cutting out packaged food like peanut butter, jams, white bread cornflakes, cornflakes, biscuits, cakes with tonnes of added sugar during this time. If you crave for them, eat some kind of nuts, seeds or fruit or eat a roti instead.
Edit: By dark chocolate I mean chocolate with 75% or more cocoa content, not anything that just look dark. It will be bitter and that's the point. The point is to retrain your brain to associate the rewarding feeling to bitterness and away from the sugary sweet taste. I'm not recommending dark chocolate as a sugar replacement, but as palate retraining

If you're addicted to sugar and find it difficult to give it up:
    1. Never buy sugary stuff to stock at home, and definitely do not keep it in easy access (Resisting chocolates/sugary drinks everytime you see them when opening your fridge indeed requires superhuman mind self-control). That way you avoid convenient addictive consumption of it. Make yourself earn it the way nature meant it to be when you needed to climb a tree for a fruit.
    2. Never order desserts at home (Swiggy/Zomato make it difficult by prominently recommending them), which too makes sugar consumption very convenient. If you need to step out every time, it'll automatically result in a higher barrier.
    3. Keep a stock of fruits for when you feel craving of sugar. Not all fruits are expensive. Apples too have been marketed excessively. Guavas are tastier, cheaper and healthier.
    4. Have tea/coffee only at fixed times, not everytime you feel like it. The more easily you have something, the lesser you enjoy it.
You don't have to give up consuming sweets, drinks and chocolates. You just have to make it about specific moments or when you go out, instead of making it your regular food intake.
