Especially when resources are rare, having everything made by a crafting specialist be noticeably better than you could make any other way makes the early game much easier. Combined with not being attached to the starting animals, it's hard to argue that there's a more effective start for a fluid ideology. It's maybe not the most thematic, but it's definitely the most effective.
