A few thoughts: military, police, and competition experience are all good things, but should not be the standard. Just because someone qualified with a rifle once does not mean he is the right guy to teach you how to shoot or carry. Police officers have minimal required firearm training; some go the extra mile to be good, but most don't. Competition shooters have skill, but training for competition is not the same as training for self defense and will leave a person with training scars to not know the difference.
Here are some things I think one should look for: Does the instructor carry a gun every single day of his her life? If he/she hasn't made being armed part of his/her lifestyle, they aren't going to credibly tell you how to. Has the instructor invested in his/her training beyond the obligatory NRA certs? Look for an instructor who trains regularly with credible schools like Thunder Ranch, Tactical Response, Rangemaster, DTI, Gunsite, et al. It shows a commitment to continued learning on their part.... preferably, they post a training bio!
