Following Uruguay weather from the States, it looks like the interior temps are around 10 degrees warmer than say, Punta del Este in summer. Wondering whether that's true in winter as well.

I would say probably not. if you are talking about along the brazilian boarder, then sure it would be warmer, but if we are talking the argentina side? think again.
