What is funny is that if he truly apologized the Japanese people would mostly (for the outliers who wouldn't) forgive him. Now they wouldn't like him or anything but forgive him yes as long as he knew what he did was wrong gave a formal apology and never did it again. Now legalwise is another matter and depending on what you did expect to face the maximum amount of jail or fines for it. They do this to tourists for a reason and it is supposed to be a deterrent for other visitors to commit crimes. The only way to maybe reduce the punishment is to get a Japanese lawyer to represent you and be respectful and forthcoming and honest to the police ( give them a hard time isn't a good idea remember it is not the United States)

Get a visa. It basically pays for itself, as long as you don't mind getting only one day off. It's important to have at least a basic understanding of social queues as well. There are many cases where tourists or expats settling in a country and panhandling the citizens. The difference is that unfortunately the tourist or expat can panhandle because the citizens don't realize that the foreigner is exploiting their hospitality to get stuff for free and the citizens are just happy that a foreigner is praising their country.
