Friend and fellow Bond fan Jeroen - aka DutchBondFan - and I came up with a new collaboration idea - Dealing Out A Double-O Debate.
The premise - we sat down to debate a selected topics about 007. Since a debate needs two sides to argue, we randomly dealt out which side and stance on the topic we would have to defend or attack. We had to do the best we could to come up with arguments and points to convince the other we were right about our dealt out position, whether we genuinely agreed with it or not.
This episode we debate about Sheriff J.W. Pepper and whether the comedic law enforcement character who appeared in Live and Let Die and The Man With The Golden Gun should have had more appearances in the Bond series than only the two fans were treated to seeing.

I'm in the minority who loved both apperances of JW Pepper. Though, it would of been more appropriate having him in AVTAK rather than TMWTGG. Also, it would of made for a nice callback to Roger's first Bond outing.

The infamous drunk guy is not just a random person. He was actually Victor Tourjansky, the assistant director for TSWLM, Moonraker and FYEO

Think about this: What if J W Pepper replaced Sharky in License to Kill?

MWTGG was my frist bond. And JW Pepper confused the hell out if me. I thought "wait is Bond a celebrity like Batman or Spider-man? Isnt he meant to be a spy?"

I think the reason why J.W. Pepper is not universally reviled is because he minds his own buisness. In fact, Bond interfers in his world more than JW ever interfered with Bond's. In the first movie, Pepper had already arrested one of Kananga's henchman before Bond almost took his head off wiht a boat. Thus causing the henchmen to get away.
In fact, the humor of JW Pepper comes from how much chaos Bond can cause in his life. If they stayed focused on that, Pepper might have been a welcome ocassional guest.

I agree that Sherriff Pepper should have been in "A View To A Kill".
I also agree he should not have been a recurring character in every Roger Moore Bond film (just the two he got, plus AVTAK. Same with Jaws, he should have popped up in "For Your Eyes Only" then that's his three films done)

Maybe in Moonraker wed discover that hes Hugo Drax's love child and thus hire "to the ultimate dynasty".

They could bring back JW Pepper played by Paul Blart Mall Cop.

They should’ve had JW Pepper join Bond in space in MOONRAKER.

He is awful. I mean his appearance in TMWTGG... did audiences actually come out of the cinema in 1973 and actually announced that they wanted to see this guy again?

JW Pepper was the Jar-Jar Blinx of Bond films.. best forgotten in a regrettable series with a regrettable Bond.

I liked J W Pepper in LALD, but it didn't work in TMWTGG. It's easy to forget how huge LALD was at the box office. Of course, TMWTGG was a bit of a flop. The mistake was repeated again with Jaws in TSWLM and MR, the hope of recapturing lightning in the bottle.

It'd be funny to see J.W. Pepper make a cameo...in another movie.. like as 007's roommate in the hospital. Bond could be in recovery from getting shot by SPECTRE and Pepper would be there, to donate a pint or two of blood, for that English Secret Agent from England!

Pepper should have been in Moonraker and maybe in Octopussy.. Octopussy has cheesy moments but a dark and realistic story! But in Moonraker, DEFINITELY!!
