    âš ïžđŸ“‹ PBM Police Write-up: SACRAMENTO, CA - This is one of the MAJOR problems in policing. Because there is no way to measure a person’s level of fear, SCARED officers as you see here, get away with excessive force. Remember what excessive force means, “any force used by the police that is excessive or unnecessary towards the public is consider excessive force.” So, yes even though he didn’t get physically beaten, using your firearm in this manner is considered FORCE.
    đŸ‘źđŸœâ€â™€ïžJoe’s Assessment: Let’s talk about what happened. You have a man of color, Ruee, gets pulled over for what the police stated was two traffic infractions - 1. tinted windows too dark and 2. no front license plate. You have two officers on scene, Officer Michael Bowman, who is in the contact position (talking to the driver.) Officer Sarah Stamburgh, the second officer, who takes the cover position (passenger side of the vehicle searching for weapons and anything illegal in the vehicle). While Officer Bowman is talking to Ruee, Bowman ask him, “can you roll down the passenger side window.” According to the conversation, Ruee rolls down the window but not all the way down. Officer Stamburgh ask Ruee to roll the window all the way down. Ruee ask, “do I have to?” She replies, “because I told you to.” Ruee then states, “I have the right to keep the window up.” Stamburgh responds with, “for my safety!” Ruee then responds, “it’s for my safety as well.”
    Officer Stamburgh left her covered position on the passenger side of the vehicle, walks around to the driver side of the vehicle to stand next to Officer Bowman who continues to talk to Ruee to get his information to check Ruee’s status. Bowman then proceeds to his vehicle to check the driver’s information. Now Officer Stamburgh has positioned herself at the drivers side window. A conversation takes place between Ruee and Stamburgh. During the conversation, Ruee tells the Stamburgh that he has a registered firearm in the trunk of his car. Listen very closely (put the phone to your ear) to Officer Stamburgh explain why her fear level is so high. And at a blink of an eye, she draws her weapon and points it at Ruee’s head. Now when an officer points his/her weapon at an individual, the officer’s fear and alert level should be at THE highest. The officer should be perceiving a threat level that is so high, someone’s life is about to be lost.
    Now, can any of you watching this video justify her actions? Where is the danger of life being lost? If you cannot justify this, this female officer has NO business wearing the uniform because she is WAAAAAAAY too scared to do this job!!!!       Where in this video did you determine the firearm was unsecure? In a lot of states, you have to have your firearm locked in a gun case and kept in the trunk when traveling. So it makes sense that the firearm is in the guys trunk. And if the cops do not have suspicion that he committed a crime, they have ZERO right to detain him or search is vehicle or take his firearm. This was all illegal what they did.

      PS: Sure, there are emergencies and such, but I am talking about a regular situation, no emergencies, no nearby fire so firemen have to have access or whatnot, just a regular day.

      @Daddy Savage technically speaking if I was deliberately pissing you off and bothering you, (considering you have proper legal papers), you have 100% right to defend yourself from me on private property. In the eyes of the law, this is not legal in public, but in terms of law enforcement, their name says it all. Law enforcement. Making the man comply without physical contact. Ethical, humane, and all without being abusive. So yes, by all means do this on your own property. Defend yourself, get someone to leave your property, stop them from coming into your home etc. but in terms of doing it in public where you want to go somewhere specifically and you pull a gun on someone just because you’re not in first place to order food is stupid. Windows with too much tint. Problems with plating, suspicious of being involved with another. Should they have let him go without investigation, he could’ve been an illegally immigrated person, stolen vehicle with removed identification to prevent it from being tracked and even a murder weapon in the trunk. All because he didn’t roll the window down. Should he have rolled the window down this video wouldn’t have even been shot. He recorded specifically to call the cops out on something. The cop was admittedly a little fast to use the gun but in her defense he obviously was not going to cooperate. He specifically didn’t roll down the window all the way just because he knew she’d say something. It’s not a matter of taking his rights, it’s a matter of them knowing they are safe during confrontation and being able to react faster should he pull a weapon. Haven’t you noticed that within the last several years that more and more things become politically incorrect? Cops used to take bribes to get off of a speeding ticket and nobody even tried to stop it. THAT is dangerous. Nowadays nobody cares about them doing things that are actually wrong. Now they can’t even get full window view of a person without being accused of “taking rights.” Listen to this. Arresting someone who is cooperating and then slamming his head on the hood is police brutality. Arresting someone who is on his knees and cooperating then kicking him to get him on the ground is police brutality. Putting someone in a headlock when they are complying is police brutality. This? This is not.

    A follow up video to this indicates that the offending female officer was "moved" from her position.
    She made nearly $190k in 2020 (Sacramento payroll public information). That doesn't look like a demotion, or any form of punishment was given.
    She is also part of a 2021 lawsuit (as defendant) accused of excessive force.
    Guess no lesson has been learned or any professional/attitude adjustment has been made since the incident in this video.

      Ah of course, the Gestapo famously specified their reasoning and acted with respect at the beginning of encounters.
      Honestly, the hyperbole is almost insulting. They're not dragging you out by your hair in the middle of the night with the rest of your family only for you all to never be heard from again.
      Normally I would absolutely support the individual but in this case I feel he acted ridiculously- he's said he has a weapon and is now potentially biding for time. You must at least see it from both sides- let them follow their protocol because they want to feel safe as well- I'm not American and generally feel US police act atrociously in these videos but this is a definite exception.
      His Nazi Germany comment wasn't just ignorant but inflammatory- he was looking for a reaction because he was recording it in my opinion. This feels like his dream result.

      @@jamiewulfyr4607 I think the officer behaved very poorly and was unnecessarily escalative but I still feel he purposely acted out- the little stare down could easily be seen as threatening.
      It's not unreasonable to expect them to want to follow their training and get him out the car the way they have been taught to when they know a weapon is in the car- which is what the man was trying to do before he asked for the Superior rank to come out and it all went awry. I think they both handled it terribly.

Freedom of speech is VERY important here. To the point that it backfires as you can see here. But being disrespectful or insulting a cop is not reason enough to arrest someone let alone point a gun at them. Being held at gun point is terrifying and I don't wish it on anyone.       @@ichi6ix611 I know that. But his own actions brought about what happened. The lengthy eye contact could easily be seen as threatening- as could the ludicrous, ignorant Nazi Germany comments. If someone considers you akin to Gestapo/ Waffen SS then it is reasonable to assume violence is a serious possibility- after all, if they actually were, it is a worthy cause to fight against.
      "Insulting a cop" wasn't the issue. He had a gun in the car- they have a protocol to safely remove someone from a car when they have a gun. He then repeatedly tried to delay that which could again be seen as dangerous. If they cannot remove them in the way they were trained then I can see why they would become concerned.
      She over-reacted and behaved poorly. He also behaved poorly and absolutely contributed to what happened.

      U can definitely tell he's nervous but when he answers an important question like "where is your firearm" he makes sure to make eye contact which is a sign of confidence and honesty. I'm not an expert tho so idk what the police officers know but I don't think they should've pulled a gun.

    Since when is it ok to pull your gun in order to make the process quicker or to get your way?? The way I see it, she was annoyed and new that by escalating the situation, she could get the man out of the car quicker.

    Female cops have a real problem with what they think they need to do to be respected. And how they perceive others actions as disrespectful. Then the gross rapid over compensation. In their heads they are always trying to live up to or better male officers. Trying to prove they are not only as good, but better. It manifests itself as “trying too hard”. Relaxing physical standards should have never been allowed. If you require physical backup and a female cop is your partner you only have half of an officer backing you up. This often ends up using firearms to resolve the situation where it might not otherwise be required.
    This is where they fail. Even women bosses are prone to this.

      I'm a supporter of the police, have a brother on the force, dad is former police officer as well. But this bull crap was way, WAY over the line. The guy did absolutely nothing wrong during this stop. Literally got himself detained for saying it felt like nazzi Germany. It's called freedom of speech, and is a right granted by the constitution. I hope this officer is fired, and this guy gets heavy compensation from the state.
