The first time one of the guards fell(20:59), you can see crusty hooking his leg round the back of the guards,
he tries to trip them at 21:14 as they are walking away dragging him.
at 21:25 his leg is back around the guards he tripped in the first one
the other reason for them floundering is they are security guards, the most they can realistically do is a citizens arrest.

Very weak security. By letting him act out without restraint other people were stepping in to sort him out. Security actually escalated the problem by not dealing with him. Canadian here, we don't claim this nutcase either.
Don't forget that security officers in this country have the same rights as the normal citizens, they are not the police and they can easily lose their licences, considering somebody complained against them.

Yes, it is but security guards have little to no discretion on how they carry their tasks. It's up to the employer/property owner to decide what they can and cannot do. Unfortunately nowadays unless the guard works in retail theft prevention it is usually observe & report only.

Restraining orders are mostly useless. People(mostly women) are harmed while on a RO or PFA all the time. Most police depts. are too busy to bother with complaints about violations, or the response is usually late. Attorneys love getting paid to file them.
