Policy doesn't have to be law. When a person violates the policy of a public place, they can be trespassed. If they refuse to leave, then it becomes criminal. The issue with that policy is that filming is consistent with the use of the property, even as a limited public forum, so the policy is in violation of people's constitutional rights.

I don't think police are going to be dumb enough to try to arrest someone and write in a policy violation in the field that requires them to specify the law that was broken. Policies are not laws.
