You gonna dismiss the best Hive World Guard regiment in w40k? How are people not aware of the fact that Mordian Guard also originated from a Hive world. They came from a hive world with an extremely overpopulated and packed small hive cities, even for a hive world standards. They looked funny but those leathery USSR vibe leathery clothes that they wear have the same defensive qualities of Flak armor

Why does the imperium treat Thier citizens like shit?
Sure they can quell revolts but eventually even the Law enforcement is going to have enough on multiple worlds that are disproportionately important to the War machine and it'll be Krieg all over again.
