For anyone wondering I managed to do it with a regular drill and drill bit. It took a lot longer but I eventually got it. You just have to drill really slow the whole time

Success! Thanks! I did simply do it in the sink under running cold water and with a hand drill on the screw setting. Glass taped to a piece of foam and very light pressure.

That would work great unless you're trying to drill on a vertical pane as in a double pain window/door. My drill was hollow with a slot in it which held a little water for a while. Caution: you can't drill it too slow! I have a shattered glass to prove that. I was drilling slow bur apparently not slooooooowwwww enough. I have another to test my slow speed on. I may take the shattered one out and just use one pain. Coastal SC never gets very cold anyway. Wish me luch as I finish the second one. I have a ring drilled half way through but I suspect the critical point is when you break through the second surface. Any comments?

One of the primary reasons glass breaks is because of high frequency sounds which hit resonant frequencies of the glass. The dam of glue plus water is dampening the soumd as well as cooling the glass. Filling the bottle with water would have a similar effect. So would immersing the bottle in a small tub of water.
