Select areas are less poor, but if you look at the country as a whole you see more issues. Its like how china clearly has some developed cities but even they have poor areas and some chinas cities struggle with keeping the power on.
Still yet they are multiple decades behind on many things socially and while there military heavily leads its civilian technology even then mastering hypersonics is a big leap. Big enough they clearly did not do it

Russia hypersonic missiles is way more advanced, their max speed is 11-12 times faster than sound while China hypersonic missiles reach u9 times. If North Korea already could made hypersonic missiles up to 5 times then it's a tie with the US hypersonic technologies which is the same.
So if Korea and Iran share knowledge in making this rockets… 100% Korea shared their nuclear program with Iran…
