You can use the Reach Target tool and/or Motion Correction to help with foot sliding.

This is not new solution. You can add collision effect for bones. Thus, the bones do not interfere with each other.
That works for bones, the mesh is a different matter. The point isn't to avoid penetration entirely, but to make them touch.
